He has been almest constantly before the pub lic ey durlng the iast few years of his life. He was born in one of the Baltfe provinces of Russia in October, 1825, aud belog of good family was given a university education and learved to epaak, besldes his mnative Russian, the Polish, Ttalian, French, Spanich, German and English He preferred of them wll the Fronch, wnd babitually kept his private accounts and wrote his lotters in that avgusge, He did not long remalu 1a tive land after his majority, but went to Eaglaud, where he engaged in varions speculative entorpriscs. He married an Eoglish lady, but was soon divorced from her He came to this country duriug the oivil war and became a member of the Produce Ex change, where, as an operator in hog products, he was noted for his bold- ness and epergy. He made money rapldly, lived in princely ttyle and after some years went back to Paiis, where he married Madlle. Aviral, a wealthy young lady; but after a few years came another suit for divorce, which for the time furnished gossip loving Paris with a prominently before the world Any one who has never visited old Mexico can form no idea of its towns, cities, people and customs, Everything is so unlike the civilization of the nineteenth century that one is almost tempted to imagine the su-called civilization of the Aztec raco a myth, The bulldings ~thoso of Mexican architecture- - wre of adobe, or sun-dried bricks, are never mors t1an one story in height and ara gen erally built in the form of a hollow square, with two entravces, oue for animals and vehicles and one for the human inhabitants. My hote!--the Laredo Hotel--will serve as a fair tilustration of the average dwellir the more pretentivus Mexican through ut the Republte. Itis a low, story adobe building bullt in the for of a square and ocoupying about ono quarter of an ordinary block of grourd ‘I'he rooms are situated all jaround the 8qare or courtyard formed by the walis, with the docr cpenlng on the square, A shed, or awniug, of lum ber, runs all around the inside of thy court, affording shelter from the sun as woll as the rain, when either would render crossing the courtyard unde airable, The floors are all of brick, which are scrupulously scrubbed and dried each moruing and sctually pre- sent a clean, tidy appearance. Of course, such a thing aa comfort is im- pessible under the above descrtbed circumstancee, but the Mexican cares very little for that, particularly if it costs anything in the shape of labor to obtain it. Just now all Mexico is alive with eensation, Pendlng the decislon of the case, Mrs. Stern died. While abroad Mr. Stern watched some ex- periments in the making of what is known as ‘‘water gas,” or the dissool- ation of water in the presence of some hydrocarbon gas. He saw its possi- bilities, and, returning to this country in 1876, organized the Municipal Gas company for the making of the new compound in this clty. This proved a very profitable step, and at the time of his death he was a director and large shareholder in the concern. In 1877 he contracted a third marriage— with the present Mrs. Stern, a daugh- ter of Jules A, Druilhet, of Madison avenue. The couple resided abroad and had four children, two of whom aro yet liviog—a boy aged 6 and girl of four years. Trouble arose between husband and wife, and both the French tribunal and the American court were resorted to by Mr. and Mrs. Stern, a suit for absolute divorce was brought by Mrs, Stern, and the details of the case fed the scaudal-loving gosaips of this city for a time. An accident of the case was an encounter between tho irate father.in-law and Mr, Stern in front of the Hoffman House in February last. The health of Mr. Stern had been falling of late yoars, and 1t was his habit to spend the winlers abroad a5 one of the French watering places He loved French eociety and French manuers, and was an intimate friend of Gambetta and many prominent excits t and cala day joys, for the fiesta n (s atits height., L ke the Italian, Portuguess, Spaniard and other Latin races, the Mexican ie never happy unless enjoying himself and the slightest pretext serves to se- cure a holiday. What the Mardi Gras and carnivals of other nations are to them the fiesta season 1s to the Mexi- can, and that he fully enjoys himself I am thoroughly convinced. The fiestas or nationa! holidays began about two weeks ago and will continue some two weeks longer. In company with a friend I sallied out last even- ing to vislt the scenes of feativity and general jollification, and shall attempt a description of what I saw during @20 night's short ramble through the eots and plozas of a typical Mexi- ean city. The night was dark and gloomy, and the streets of Laredo are guiltless of gas or any other illumin. ator; 8o we were forced to feel our way carefally along the walls and to walk slowly because of the numerous plifalls whioh abound, for know, dear reader, that sidewalks wider than two feet--and scarce at that--are totally unknown in Mexlco, But the Mexi- oan s pationt and humble in his aspiratione; he prowls around at night 8o much that he sees equally as well in the dark as at mid-day; he needs no sidewalks, asphaltum or granite pave. ments. The sand of his native heath {s good enough for him, and less try- leaders In French politics, It had been his intention to start for Parisin November last, but his interest in the Equitable Gaslight Company, of which he was President, kept him here in New York until he waa stricken down with the compllcation of jaundice with fever, which ended in his death. Beveral weeks ago & complete recon- olliatlon with his wife was brought about, and she was the most devoted nuree to his death at 4 o'clock on Monday morning last. All sulta which were pending between them were discontinued, and he added a oodicil to his will in her favor. He knew that he was suffering from a fatal {llnees, and early in December, speaking to a friend at his bedside, said, “Je mourerai au jour de l'an,” and, true to his premonition, New Yeat's day was his last. His will, which was opened at once by his at- torneys, the Coudert Brothers, was written in March last, with a codicil in December, He left no real estate and his property {8 mainly in interest- bearing bonds or stocks of paying corporations. He gave 810,000 to his phygician, Dr. Gastav Y. onrrnille. and $2,000 to Francols Fontaine, a valet who had been in his service for many yoars, To a sister resident in Berlin he directs that an income of §1,000 per year be given, and to his widow, while she remains such, an income of $4,000 per year. The remainder of his property, which it 1s es- timated will run up to $1,000,000, he directs shall be invested for the benefit of his minor children, and at their death to be divided among thelr living issue. The executors and trustees named are F. R. Coudert, R M. C. Graham and Charles Coudert. The faneral will be held this morning at St. Paul's Lutheran church, corner of Fifteenth street and Six avenue, Mr. Stern for some time held the post of Russian yice consnl at this port, but reslgned the position year ago. He was & man of remarkable energy and was very luxarious in his personal habits. He was an ardent dovotee of games of chance. His friends say that he has lst and won large sum over the card table, but that ho played only with thoee who, like himself, were able to sacrifice large amounts, It is eald that he habitually carried about him notes for $200,000, or so, and was accordingly ready to play a game without flimit as far as auy player cared to carry the bets. Life in the Old-Style Town of Laredo Mexlcan Gamblers ecial Correspond 1 the Post-L _AREDO, January 1 aredo, on the American ride of the Rio Grande, Itke El Pago, 1s one of those wonder- ful creations of this age of steam, electrlcity and “booms.” Like El Paso, too, It has a e-vis, Nueva Laredo, on the Mexican side of the river, With this difference, however, that Nueva Laredo is, an i lmmn would lnicate, a new town, while La- redo proper 18 the old, historloal city, built hundreds of years ago, “‘The two Laredos,” then, let the reader fully understand, sre Mexican towns in the fullest sense of the term, and it Is only since the advent of rallways that Amerlcan progress, enterprise ing to hls unshod, or sometimes sandal-shod, feet. The newspapera of Mextco too do not have leaders on the execrable condition of the streets and the duties of the mayor, city council and street commissloners, and hence all ar~» happy because of ove mind, namely, that it was good enough for the fathers, and that improvement of any kind would be nothing less than rank heresy. And eo discussing these matters and anathematizing the sidewalks and Laredo's city fathers, we arrived upon the main plaza, where the festa & belug held. Ihad expected a scdhe of semi-barbaric splendor, something like a chapter from the Arabian Nights, unusual, startling, glittering, grand, umgnlllceut but hke all grdat expectations, the reality, as is always the case, did not begin to approach the ideal. Booths or stalle,;ooth large and small, have been Grected all around the plaza, In the form of an inevitable equare, some tents and the rest of rough boards, hastily nailed up and all illuminated with candles, lamps, lanterns, Chinese lanterns, naptha burners, etc., ete. Upon en- tering we first behold a bar, an un- usual long one, 8 t which crowds a motley mob of Mexicans, cowboys, senoritas and even white women, all clamoring for thelr favor- ite beverage, a driuking, shouting, howling, as yot good-natured mob, the most picturesque imaginable, Next we come upon a fakir offering in stentorian tones a genuine one hun- dred and fifty dollar gold watch and chaln for fifty cents—provided you show the right number of epots with dice, a feat as yet unaccomplished so far as -the sucker is concerned, for know all men by these presents that the dice are loaded. The fellow picks up an Incredible amount of halves, however, although each one is sccom panied with a hearty malediotion, a circumstance that docs not seem to trouble the takir in the least, Here is a wheel of fortune, a veritable “bonarzy’ to—the fellow behind the table, An eager, exclted, good-natured crowd of men, women, boys, girls, and even children jam and push each other in the efforts to reach the table with the magic numbers, The wheel turns, the bots are made, and the croupier calls out the result in Kogllsh and Spanish, the loser saen his coin dlsappear, the win- ner is made happy, aud the ecene is ropeated, Very frequently as high as ,000 18 lost in one night by one nin gle individual at this diabolieal gamo of barofaced shmeloss swindling, 1 noticed one woman, a Mexican, who played persistently for half an hot and who lost mome twenty dollars, and at last retired wi her ba hombre, aud just (wenty-five cents with which they po ased two drir of liquid lighting and then stols si lently away. Then we vialted the gamea of monte, ohuck-a-lusk, craps, faro, roulette, and the thonsand gand one ether which are here played o m.iy, which it neems al! play, Wher all, T mean it literally, as not does the half-civilized lower order gamble as lon boasted clviltzation, that inatead of elevate every inferior raco with which we come in contact, To eum ap the boys of last nfght's fiesta, shis morning sees thirteen de- scendants of Montezuma languishing behind the bars for viclous crimes, ranging from theft to wife murder, The other side of the river comes to and industry have brought them at all | the front with nmly the same rcster, and yot to-vight will be but a dupli- oate of the Iast, perbaps worse, This a trathiul picture of life on the Rio Grande to-day. Bat, the reader will usk, are thero no redeem- ing features, nothing bright, good, boautiful aud sgreeable at Laredo?
