A Petition Being Cironlated For a Retnrn to the Days of Volunteers. The change recently made here, by which & paid fire department has been organized in place of the volunteer department, which has served for years, has been so quietly and easily made that there are many of the citi- zens who hardly know that so impori- anta change has been made, and thote who do know the fact are unfamiliar serofuls, and all eruptions of the Gould oannot bear to be tantalized. There is a New York silk-dealer named Jarrett, who lives above Gould on the Hudeon He has a yacht 112 feet long, which habitaally passes Gould’s present yacht on the river. Jarrett, it seems, has a viclous way of coming dowr and firing a gun as he paeses Gould’s landing. Then, when he passes him or. the river, he beck- ons to him in a mocking and dreadful way from the deck of his yacht. Gould has no idea of going around the werld, but he does intend to stop this impertinence on the part of Jarrett, The new yacht will be nearly all boil- ers and enginer, and will probably be the fasteat vessel ever built, phodihbophai-Saniusiaii Honesty the Best Polioy. TR however, there has been some stir, [ Retiring From the National Banking and much talk about it, and they be- bystem ing direotly interested in and affested by the charge, they have discussed all its details, and sometimes quite warmly, A petition having started the rounds for a return to the volunteer system, at least so far as to have the council allow, as heretofore, the monthly amount of $18 for each of the volunteer companies, it is well that the citizens shoald have all the facts. It is urged that these companics have done noble work in the past, and for a mere pittance, and-that while they continue to keep up their organ- izations and aesist at fires they shovld at least receive this emall allowance to enable them to meet running ex- penses, The objections ralsed agatvst the volunteer department as such are nu merons, It is olaimed that tho ten- dency is to becomea political machine, usod by cunning men in inflaencing and cootrolling clty elections, thero having been in the old department 240 men in all. Another one urged 1s that the olty not paying the men has little control over them, and that a volunteer de- partment cannot be brought under the strict discipline neceesary to effective h service as can a paid departmeni, Another raised by some of the hardest workers in the old department is that those who do the most work get the least pay and have the least honor and irfluence. Thus it has been talked over with many ride issues and many pros and cons until in some circles the discus- sion is waxing warm The present organization of the patd fire department is as follows, with yearly expenses: One chief engineer Two engineers of ateamers. Five drivers Total esides thesa there are eight ‘“‘call” men, or ‘‘minute” men, who are paid at the rate of torty cents an hour, for the time actually spent in service at a fire, The foremen of the hose com- panies are also paid, besides their an- nual falaries, fitty cents an hpur for time of sorvice. These ‘“minute” men are to be on hand promptly whenever the bell calls, and are al- ready appolnted and ready for service at any moment At the rate of fires for last year—— 36, and allowing three hours at a fire, the total cost for minute men, and ex- tra pay for foremen will be this year The regular pay added to this extra pay would amount to $7,660, esti- mated wages for the year of the paid department, n addition to this the following contracts for supplies have been made: 700 bushels oats, @ 40c 80 tons hay, @ 87 6 tons chopped feed, 6 tons range coal, @ $10 3 tons nut coal, @ 810 5 tons soft coal, @ $5 Oil, waste, kindling, etc. Total. .. Wages of men Grand total.. With this showing tho estimated oxpenses of the pald fire department for the year will be less than $10,000, Lost year, under the volunteer sys- tem, the expenses were about $16 800 but this included the purchase of two teams, ‘and perhaps somo other like items, Under the present arrangement it is planned to ‘have one engineer, the driver of the steamer, the driver of the hose cart, the foreman and the pipeman to sleep in each engine houso, making five men ready at each house to turn out instanter, and to go toa firo with the apparatus, while the eight minute men can be on hand by the time they are needed.
