At the regular meeting of the city council beld Monday evening there was a.full attendance, and much routine business was disposed - of, such as the allowance of bills, the re- oceiving and reading of the monthly reports, the most important ones of which was given in yesterday's Bee A petition was presented asking that the fences, corn cribs, eto., along the east side of Twenty-third street, from Broadway to Avenue C, be moved back, they now encroaching . |some five feet or so upon the street. The matter was referred to the en- gineer and compittee on streets and alleys. The cigarmakers’ union desired to have the use ot the council chamber one evening in a month for their meetings, The request was granted temporarily. The signers of two of them offered to compromise by paying in cash about what the fines would have been had the parties ap- peared and been found guilty, The third bond was surrounded by peculiar circumstances. A well known crook, against whom no specific evidence could be secured, was arrested on the charge of vagrancy, and it was diffi- wan pamed Washiogton, charged with stealing s $300 diamond ring from = Chicago jewelry salesmau named Hunger- ford, was brought before Judge Ayles. worth, and the case sent from thence to Justice Frainey's. Huogerford having secured the ring, had left the city, and the case was continued until Thursday to see if the salesman desired to appear and prosecute, Washington was taken back to jail, . ~J. B, Bullivan, charged with stealing & ring from & prostitute, was before Jus- tice Frainey yesterday, but as no prose cutiog witness appeared he was discharged., 1t is understood that the complaining wit- oult to get evidence to convict hium oven of that. The case was continued, and parties in town gave a bond for his appearance, the chief of police, marshal and clerk giving the bonds- men to understand that if the fellow could be frightened ' out of town it would suit them better than to have him ever appear, The bondsman did 0, and the city got rid of the fellow by this means, + Aldermen Shugart and Newell par- l}uuhfli protested against this way of doing business, They holuva(r in baving the fellows tried and convicted and of i bondsmen, strictly responsible. Froddie Bates, the little son of Ed. Bates, remains in about the eame condi- tion, though apparently a little wenker, and much concern is felt for him by friends. Nervousness, peevishnees and fret. ting, so often connected with over- worked females' lives, is rapidly re- lieved by Brown's Iron Bitters, Night Shirts a Cause of Baldnees. Burlington Hawkeye. We cannot cure baldness, asa baid head is beyond help, but if those who have hair and desire to retain it will follow our advice they need never show a clearing on top of their heads, The cause of baldness 1s the habit men have of pulling their shirts and night shists over their heads. There are some who will laugh at this idea, but it is not intended that they should, as this is neta funny article, T is business, The pilling of a shirt or a night shirt off over the head causes friction on the scalp, which in time sears the roots of the hair, and leaves a barren yliin, a Sahara, for. ever after, Supposs the night shirt comes to a man’s feet, there is from five to six feet of tal to be drawn over the tender hair, which, kept up for a series of years, would wear ou aay head of hair, Add to this the friction from taking off the shirt, and then the uvatural soratching of the head for ideas, etc., and the hair has no rest, and the wonder is that there is a man lefi who has a spear of hair lefc on his head. Now e preventative is for men to walk out of their night shirts the front way. Women are nover bald, and some sneering men account for the fact by clatming that women do not have brain enough to become bald, That is & campaign lie. Women have more brain and of a better quality than any bald headed man on earth. But they do not wear their hair off by pulling their garments over their head. They open the storm door of warments, and walk out into the light of day, and never disturb bair. ~ This we atate npon information sud belief, and if we are wrong we can vasily be corrected, It is alleged that they get out of their dg goods differ- ereby ent from men, and make a great saving in hair. Taking all the fucts there is only one sensible way for men who desire to retain their hair, and that is to break off the de- structive habit of pulling thelr gar- ments off over their . They may have to be instructed as to the best manner of getting out of a night shirt without using the head for u pivot, but that oan bo arranged. Lot socie- ties be formed, classes, if you please, | = and secure a teacher to illustrate how to tuke off a night shirt the frount way. If our discovery is acted upon bald- headed men will be unknown in the next generation, 4 Decline of Man. The census bureau establishes the fact that the cotton factory operatives ot New- England are, nearly all of them, gitls of foreign birth, There upon an exchange screams: ‘‘Where are the Yaukee girle’’ Where are they? Whysome of them are at horae helping their mothers in the manu- facture of mince piss, woolen socks and soft goap. Others are at various schools throughout the country study- ing hair-banging, piano-pounding and Kangaroo gaits, Other are studying nursing, medicine and law. A few are preparing for ‘‘the bench” and *‘the cloth.” ~ Occazionally one wan- ders westward with hor brosd- shouldered husband and settles down to the cultivation of the peacefal sherp, the razor- backed shost and dirty-faced children, Still another marries the Italian count, and goes with him to ‘‘cloudlers climes and starry skies,” and cooks for him the potent garlic while he torns the orank of a barrel organ, sings **Vive Garibaldi” and exhibits the nimble Jocko.
