Among the most important bills and joint res- olutions remaining on the een- ate calendar are the following: house bill No, 5,648, to reduce the iu- ternal revenue taxation, which has been amended by the senate so as to alter certain customs duties on sugar, steel railway bars, hoop, band, and seroll iron, &e.; bills to authorize the payment of customs duties in legal tender-notes; to establish a uniform eyatem of bankruplcy; to regulate and improve the civil service of the United States; to Incorporate the Maritime Canal company, of Nicaragua; the Eads bill for an inter-oceanic ship railway; bills to provide for ocean mail servico . between tho United States and certain forcign ports; to authorize the secretary ot the interior 10 ascertain and cer ify the amount of land entered with military land war- rants ia certain Statee; a joint resolu- tion to provide for a commission to report legislation regulating commerce between thg states; bills to authorize the construc tion of & building for the congressional library; to establish an educational fund and to apply & portion of tho proceeds of the sales of the public lands to public education; to convert the agricultural bureau into an execu- tive department of the government, with additional powors and datios; a bill providing for a bureau of animal industry; the Fitz John Porter; the bill reported by the judiciary commit- tee to remove the dizqualification of ex-confederates for appointments in the army, which was defeated by the coalition of Mahone with the repub- lican senators; the bill to ocreate a United States court for the Indian tgrritory introduced by Senator Vess, and a bill to provide for the perform- ance of the duties of the cflice of president in case of the removal, death, resignation, or inability both of the president and vice president. Of these moasures tho bill modifying the internal revenue and cuetom house taxation is the foreground and will come up as unfinished busineos, The majority at the last session - af- ter turning over the subject of the tarift to & commiseion undertook, ut the very close of the session, amid the torrid heat of July, to make a revision of the joustoms duties, The minority in the senate insisted on the right to have a full discussion, and to offer amendments, and, owing to the anx- iety of the house to adjourn, the whole subject went over, It will now come up mn connection with the report of the tariff commisslon, who will probably submit promptly the outline of a biil for the counsideration of congress, with a report, leaving the testimony to be printed afterward. Carefully trained at West Point, where he graduated second in his class 1n 1840, he ren- dered valnable services to the United States in the Mexican war, and iovaluable worvices against 1t in the war of the rebellion. He is considered today one of the foremost military onginecrs of bis time by competent critics, Some of them contend that ho is the equal of any engineer sinco Vaunhan. Certain it 1o that he is very highly spoken of, and that some of his work— that at Manaesas’ battlefield, in Virginia, for example—is pointed out by the older engineer officers of the army as a model for the young lieutenantaof the corps, He is, however, nothing more than a great engineer.
