In the party greater than the citi zen? Political parties are the crea- tures of the individual, and to hold that their claims, demands and be- heats over the citizen are superior and paramount to his mature jodgment is to maintain that the created is greater than the creator, Such a proposition is unthinkable, When the dictates of party override and smother the free exercise of the intel- ligence of the citizen, then there isan end of representative government, as it was established by our fathers Then those in office cease to be the representatives of the people, but are those of a political entity, having, like a corporation, neither a body, soul nor mind, The theory of the bailot is that it reflects the intelligonce of the man who ossta it, but if that ballot is placed in the box in obedience to what is popularly called the ‘‘party whip,” then it fs not the representative of the sentiment of the voter, but of the tyraunioal will of the party ‘‘bosses’’; that voter does not discharge the fanetion of a voter under our constl. tation; his act of voting, Instead of being the highest and most sscred act of a cltizen towards his country and fellow men, is the contemptible, ab- Hct groveliing wet of a cringing slave, becomes a violator ot one of the most lundemental laws of our political soodety. If men are not to vote the convictions of thelr judgment, then the howl abont the purity of .the bal- lot box and frauds in elections had hotter cease. A host of republicans In the Ninth distriot of Towa, without any heeita- tion say that the dictates of their own oonnciences and the conclusions of their mature reflection lmpel them to caat their vote for Pusey instead of Anderson. They are free to say that the first named gentleman is & more fit represontative of the intelligence, morality, thrift and good citizenship of the nhabitants of their district. But the party “bosses,” especially two United States senators and a member of the lower house, come into this dis- trict, takeo the stump, crack the party whly. proclaim as republican dncmne that the party is greater thun the citi- zen, and in substance say, ‘‘You must vote a8 wo say and not do ss you think.” They preach that the party, this creature of the individual, has be- come greater than its creator, -nd for wome reason which they do not deign to explain, has the right to overslough individual opinion nu% individual free- dom of thought and action. Such a state of things is alarming in the extreme, and it not suddenly snd decisively held in check will de- velop our government from a repre sentative one Into an oligarchy which the sole power will be wneldad by those whose lack of principle, whose unbridled impudence and absence of honor have contributed to raiso them to the standard of party leadership, Voters of the Ninth dis- triot of Iowa, remember that it in only right to vote for the candidate of your party when your judgment tells you 89; bot 1t is neither patriotic nor honest to vote for him when your in- telligence says he s unworthy of your support, aid in no sense a fit, fair and proper representative of ynurau!vnu. Would the voters of the Niuth dis- trict like to have thewr moral character aversged by that of a man whose nomination is the result of & bond with socurity, exacted becauee of & lack of faith in him hay- ing sufficient manhood and honor to keep his promise? If not, then don't by vour votes on the 7th of Novem- ber nay to the people of this country that Anderson is o fair average repre- sentative of the houesty, morality, thrift and intelligence of his district. Bo true to yourselves and you may rost assured your country will ba none the woree off. Patriotism, or party slleginnce whon kept within proper bounds, never demands or requires of ama2 that he should be false to htm self and blind to the teachings of his own intelligence, The dictates of patrlotism are elevating, not dopreas- || mny; the outgrowth of patriotism is the expansion of the moral character of the cttizens and not the blighting of that character by being a traitor to himsolf and false to his convictions, The most subetantial theory upon which the common achool systems of the country rest is that by moans of education the children will grow up to be intelligent voters, Buat if this modern doctrine of blind adherence to purty and a dumb following of party bossea is tobo practiced, then the less &n education s man bas the more apt le will be to yield obedionce to the dogiring, and common echools, so fa \ they tend 1o mske enlightensd voters, had us well be discontinne Tl o doctrine is to educsro the child at public expense, to the end that whou he arrives at manhood, and takes upon himeelf the responsibility of a voter, he will be able to intelli gently perform the duties of citizon- ship, and place in tho ballot box a ballot which is expressive of his ju ment and convictions, and not of whippings of a subsidized party of party manipulators and stump ora. tors, The Nonpareil sppeals to repabli- cans not to allow thelr prejudices tc override their party fealty; but it will be noted the true question is whether the voter should sutfer bis convictions of duty and conclusions of judgment to be enslayed by party. = A man should be very cargful of allowing \Ms actions to be controlled by preju dice (and this Is good advice to the editor of that paper) but should uever hesitate to obey the promptings of his conscience and the convictious of his ressoning faculttes. Yesterday afternoon a man named A. Collier, who is in the employ of City Marshal Jackson, was severely injared by a Jersey bull on Jackson's farm, near this city.
