The New City Jail 8o Hur- riedly Built on Paper Will Be Slowly Built on the Ground. A Corinoil Who Are Hasty inPlan- ning But Slow in Exe~ cuting: Notwithstanding the hurrah which has been made over the building of & new city jail there is not much like- lihood of there being anything done this tall at least toward making the enterprise anything but one of words and wind. The city council was in great hasto to get the building up, had plans and specifications drawn, advetrisced for bids both for having 1t built and for an architec! to superin- tend its constraction. The bids were opened and would have been awarded but for a blind wording in the lowest bid, by which it was doubifal what was moant. An attempt wes made, on the evening the bids were opened, to find this bidder, and the failure to do mo was the only caure for not contract, and the matter was left to a committee with power to act. It looked as if the enterprise was to pushed right along and was eo talked. apparent awarding the The aldermen after gotting thus far along, began to look at the financial side of matters and the condition of the city wallet indicated that the jail could not be built this fall and paid for in cash, without causing a mater- ial change in other plans decided upon. The council wants to bring warrants up to par, and to effect this has de- cided to donate $1,000 a month toa sinking fund to pay off all warrants, To issue warrants for building the jnil would be digging one hole to fill up another. on the new jail expected cash instead of promises to pay, snd would proba- ably want to put in different bids if they are paid in warrants, Then those who bid Then the Indian croek or sewerage In view of all these financial facts it is doubtful about the new jail being started up at all this fall, The present council with all its good points has one weak one, which marks its deliberations, liko a wild school boy into some scheme, impulsively formed, and then backs up, either to start over again or give 1t up altogether, The financial side of the jail building ought to have been considered and decided upon first. Good business men first of all decide whethcr they have the needed money before they jump into a scheme. It jumps The new jail is needed badly. The present one is ounly fit for the vermin which thrive in its cracks and crevices, and not fit for humana at all, but it is purposed to patoh it up some, if the new jail is not started this fall, and make it do for the winter.
