Again Arrested for a Grievous Aseault Upon Another Etep-daughter, The Girls Story of a Hard Tramp and a Dreary Night in the Woods The name of Allen I.. Ross has ap- peared quite frequently of late in aflairs, connection with police his family matters and having been pretty thoroughly aired in the trial of a case in which he was charged with assault. Lacy and Charles Nicholson had a few hot words concerning certain foot races, and Licy caused the latter to be complained of for using abusive language, Yesterday Tuacy releuted and had the case dismissed, paying the cost himself. —Since the spurt given to the necessity of numbering houses, many have ¢ mplied with the law, but there are still more who neglect it. For the convenience of all there should be no delay in having the number of every remdence placed upon the same in a clear and conspicuous man- ner. A prompt conformity with this or- dinance would do much for Council Bluffs, —Hon. C. H. Litchman, of The Essex Statesman, Marblehead, Mass.; is o ad- dress the people in Bayless’ park Tuesday evoning, July 11, on the relations of Iabor and capital. The speaker is one whom it will profit all to hear, and he is vouched for as a_ gentleman, not only of eloquence but also thoroughly capable of handling the important su’ ject announced in o manver which will render the addross one meriting a large audience. —County Clerk Street has has had so much trouble in getting the preachers to return the necessary marriage blanks properly filled, that he has devised a new method, which promiscs to obviate this trouble largely, He has prepared all the blanks needed upon one sheet, so that when & man applies for a marriage license he receives attached to this permit, a marriage certificate ready to filled out, a blank for the minister to fill and return to the clerk, and on the back a form to be filled, giving the answers required by law to certain questions, as to age, parentage, residence, etc. These being all on one sheet, and perforated so that they can be readily detected makes it very convenient, and at the same time the minister is re- minded as to his duties in making returns, Heretofore the legal q westions and answers have been in book form, and often they would not be filled out and returned, the person officiating sending to the clerk sim- ply the duplicate certificate of marriage, ‘With this new form he cannot return one without returning both. Other county clerks who have seen this form, express much satisfaction with it, and their de. termination to adopt it. CITY ICE CREAM PARLOR. A, Gregg, of San Francisco, who was formerly un attorney here, is in the city shaking hauds with old friends, best to get Ross to leave the city, and and he promised te do so, Failing to disappear beyond the limits, he was arrestea and placed in the calaboose, but one fine morning last week, on being allowed to go out into the rear yard to empty some slops, he made good his escape, which was not re- gretted by any one, so long as he kept out of the city. Yesterday, however, he was again arrested and locked up, and on a more serious charge than has before been laid at his door, it being that ot rape, the alleged victim being still another of the step-daughters, and this time the eldest of the three, a young lady about 20 years of age. Her name is Aana Rockwood, and her story in effect is this. She has for some time been at work for a far- mer living near Missouri Valley, and about twenty-two miles from here. Soon after his escape from jail here Ross appeared there, and brought her a note from her mother, asking her to come to this city to see her, the re- quest being quito urgent. Mrs, Ross, as aftorwards appeared, did not in- tend her to accompany Ross here, but the latter represented otherwise to the girl, and 8o urged her that she consented to do 80, and Sunday laet they started on foot for this place. When night came on they were in a piece of woods, and at a distance from any residences. Ross then pounced upon the girl, and accomplished a most fiendish purpose, if her story is truo On reaching this city she inade her story known and related the incidents of the tramp which must have been a hard one, she saying that in places they wero obliged to wade through water two feet or more in depth, and that all of Sunday night they spent out of doors, The arrest has followed and the examination will be had this afternoon, The girl is not over intelligent in appearance and has evidently had fow advantages in the world, She clains that two or three years ago, while liv- ing with her sister, her step-father, Ross, succeeded in accomplishing a like crimo against her, and that he skipped out as the relatives and neighbors were for lynching him. She never prosecuted him for it, however, dread- ing the publicity. The record of the family throughout seems somewhat smoky; and it may be possible tor Ross to ashow a different state of affairs, but the girl's statement was sufficient for the authorities, and the step-father of so many troubles is now safely under lock and key at the county jail, S i ‘Wanted—A girl for general house- work, Apply, BEE office. The Licensing of Saloons Under & Prohibiting Ordinance Seems a Perplexing Problem, Tho plan for securing a revenue from the saloons, without granting any license, and in the face of a pro- hibiting ordinance, secms to bo at- tended with many complications, and some curious conjoctures arise as to how it will work, As at present in operation it amounts to simply this: It is expected that every saloon man will step up to the clerks office, plank down $26, and receive therefor a ‘receipt stating that the money is taken on “account of the police fund,” The understanding is that the city authorities will, in the event of a man paying $20, keep their eyes shut as to what Yo does for a month, That is the plain English ot it, and it p posed to amount in_eflect to licensing the saloons at §26a month, despite the fact that a rigid prohibitory amendmeni is passed by the samo council, which tacitly agrees to this mode of procedure. The justification set up for its action is that saloons will run anyway, and that the city might as well arrange to Byren Bumphray, the clothier, of Oak- land, is in the city, Mr, and Mms, G. The twilight organ of St. Jacob O, Morgan's oil managed last evening to find room among its stereotyped plates for an apparently original article, giv- Ing an alleged account of a private consultation of prominent anti- Ander- non ropublicans, held in this city, It scheme was on foot for starting a new republican paper, “‘taking the sub- scription list of Tue Br Such an idea is about as silly as is the conceit of St. Jacob Morgan that he ought to bo the democratic nomince for congress, Like the idea of his getting the nomination, this idea of Tur Ber being gobbled by any such schome can emanate from and be en- tertained by only one mind, and that mind too totally dazed to see that both ideas are equally nonsensical There may bo another republican paper started here, As to that Tue BEr knows little boyond the common talk upon the street, which has been no secret, It cares little, for it be- licves in the survival and prosperity of the fittest, and its views are not at all shaky about the prospects for its own continued growth. The steady increase of its patronage in Council Bluffs, the extensive circulation here, the evi- dences of prosperity, are known and read of all men, and to any mind not 8o utterly lost to sense as to fancy that a congressman’s position can be had for the asking, the idea of Tue Bee flying the field, or allowing any man or set of men to get its subscrip- tion list, 18 too silly to need a contra- diction, Tiue Bee has become firmly estab- lished in Council Bluffs, and it will long survive those who will allow con- ceit and envy to so drive away their reason as to cause them to attempt to thwart its progress, or to set in circu- Iation statements too silly to merit the dignity of being called lies, Tre friends and patrons of Tur Bee need not fear. It is not a backslider, nor an innocent to bo gobbled or duped.
