RAILROAD L WasminatoN, June 20.—The ac- tion of the house judiciary committee in the matter of the land granis of the Northern Pacific railway is said to be delayed by the firm stand by Richard W. Townshend, of Iilinois, member of the committes. From first to last he stood erect and immov- able upon the equitiesof the public. Other members of the committee prepared a report in favor of the rail- way company, but Townshend drew up a report in favor of the people. At fiest Townshend's report was termed the minority report, and had not moré than one adherent with himself out of the whole committee, but timo and reflaction brought recruits until at the present moment the issue is de- wise, and its provigions were included in the bill placed in his hands by higher democratic authority, and which had been largely drawn upon by the committee in framing this bill, Mr. Updegraff spoke i support of tho bill.
