The Picnic BScheme of the “Oolonel” and His Friend Knocked Fndways. The Real Purpose of Thier Mission For Which They ‘Wanted the Oity to Pay. Dr. Lawrence and Judge James Ap- pointed in Thelr Places, The picnic scheme by which *“Colo- nel” Chapman and his democratio friend, J. O, Morgan, were to go to Washington, has been complotely broken up. The papers of which they are the alleged editors have simply announced the fact that they have been selected as delegates from this city to help Congressman Hep- burn press through the bill appropriat- ing money for a government building here. It remained for Tue Bk to show up the additional facts that the council was to give $300 of the city’s money, and that the citizens were ex-) pected to contribute by private sub- scription $200 more; that the $500 was to cover the week's expenses of twe men travaling on free passes, and that it was Mr. Morgan who had pre- sonted the letter of Congressman Hepburn, suggesting that he and his frignd, ‘‘the colonel,” should be chosen delegates or lobbyists, The plan was thought to have been successfully arranged, and the details were sufficiently settled so that Mr. Morgan and Mr, Chapman felt satis- fied, The latter started out for Du- buque, expecting to be met in Chi- cago by Mr, Morgan, who started Thursday night for that city, leaving word with the com- mittee to telegraph him at Chicago, as to whether it was all right, and whether the money was provided for, there being a little hitch about that. It will be & surprise to these two tourists to learn that the board of PRINTER'S PLUNDER. It is Taken Away by the Action of the City Oouncil. No More Money to be Thrown Away in Publishing Proceedings, Tue Bee has on several occasions of late showed up the needlessness of the city sequandering money in pub- lishing column after column of the council's proceedings in the daily papers, when any paper that was worth reading wonld gladly give the public such doings of the council as contained readable news. The publishing of the proceedings haa been for 8o long a time practiced that the public has got to consider this needless expenso as a matter of course, and the city’s printing bills have grown to $2,000 a year, without a protest, The larger part of that amount has been for publishing pro- ceedings. It has been the practice for the newspapers to publish a synopsis of the proceedings immediately after vhe meetings, and then two or three days later publish the doines again as ““official proceedings,” and draw heavy pay therefor. The extravagance has been long known, but Tur Bek is the only paper that has dared give the public the facts, and the papers noted have been drawing constantly from the treasury have not a word to aay in defence of the practice. It will be gratifying to all taxpayers to know that this burden has been rolled off, and that the money which has heretofore been thrown awaw on printing({)rocuedingu, can hereafter be expended on permanent improve- ments. The following is the resolu. tion adopted by the city council: Whereas, The newspapers of the city publish a synopsis of the proceed- | $90. ings of this council embodying all matters of general public interest, as a matter of news, and, Whereas, The council is not justi- fied in increasing any expense that ocan possibly be avoided, therefore be trade has changed its mind, and that | it Dr. Lawrence and W. 0. The cheekiness of the plan for send- ing the colonel and his friend to Washington,with $600 and free passes, under the pretense of securing a gov- ernment building, is made still more apparent, by the assertion that they intended to go there anyway, and for the purpose of grinding some little ~ hatchets for themselves, = 8. chief among which is a rovival of the former attempt to oust Mrs, Baldwin from the postoftice., It would have been a fine scheme, in- deed, if the citizens had innocently given these gentlemen $500 for the dnstead of vagrancy, The judge replied that if be found himself able to give ball Eu of lob&ying for a government uilding, and they had then used it in having a goed time and trying to get a change in the postoffice. g’h‘ lthmst was made once before by ‘‘the oolonel,” and he failed ignominiously, and thero was no chance for him to revive the row until there were some changes in the cabinet; but now he sees a chanco and is going for it. It is well under such circumstances that other men have been ohosen to spend the money, Thetwo by whom “‘the colonel”and his friend have been supplanted, ex- pect to proceed at once to Wi ing- ton, Jud{; James is already in Chi- cago, and Dr. Lawrence is to proceed there at once, meet him, and both go on together. 1f they accomplish any- thing by the trip they wil happily disappoint most of the citizens, but if they do nothing at all, it will be an improvement ove: ing men there who have a petty scheme of their own to work, The action of the city council in re- gard to the appropriation of ), for some reason, is suppressed in ‘‘the official proceedings,” which the city has been throwing money upon to publish. The bitterness of The Nonpareil was made apparent after the passage of this resolution, Its representative re- fused to publish it, and the council will embody it in “‘official proceed- ings” and have it thus published as paid matter, the proceedings of that meeting being the last for which the paper will receive any donation. The disposition shown by The Nonpareil in this matter shows that it would gladly enter into a corner with the other pn‘ren to refuse to publish any of the doings of the council unless paid for the same, and thus attempt to force the council into the old prac- tice. The presence of Tne BEE, and the fact that it will publish the news without nk‘mg'for any charityor dona- tions, rather balks this little scheme, and The Nonpareil will doubtless fall into line. There were several males about the house, and as the marshal came to the door, he saw two young fellows standing in the hallway. They ex- plained that they were ‘‘looking after a friend of theirs,” and were allowed to depart in peace. The girls were not taken to the sta- tion, but the landlady proved true to her word, and had them in court yes- terday afternoon. They pleaded guil ty and were booked and fined as fol- lows: Hattie McDonald, the keeper, $26; Jennie Blanchard, the cause of the trouble, $15; Kitty Ward, Mabel Chase, and Hattie Chase, $10 each. The landlady put up the money for tho tribe, the total, with costs, being Marshal Jackson’s exolanation of why he did not bring in the males as well is rather gauzy, He makes the promise, however, that hcreafter he will arrest all found within a house upon which he makes a descent.
