Another Manifesto Issued Oon- cerning the Enforcement of Ordinances. A Doubt Whether the Marshal or Saloonists are Threatened. At a meeting of the city council on Monday night, the question of en- foreing the ordinances came up again, and the following resolution was pre. sented by Alderman Godden, and adopted: Resolved, That the city marshal be and is hereby instructed to notify all saloon keepors to keep their doors closed on Sundays, under penalty of arrestand fine for violating the resolu. tion and ordinances of the city in re- lation to the same, The resolution is so drawn that like the samples from the ordinances given by Tae Ber yesterday, it is diffioult to determine what is meant: Itseems that the council thus threatens ‘‘some one” with arrest and fine, and by the reading it scems that the marshal is the one who is to be arrested and | fined, unless he notifies the saloon men to keep closed on Sunday. It is a simple matter to ‘‘notify” them, if thatis all, and the city marshal will do 80 and escape the penalty. Por- haps it means that the city marshal shall notify the saloon men that there is such a penalty. If this is all there is to it, it is & good deal of a farce, It seems as if the city marshal should not require any such notice in regard to his duties. The ordi- nance creating that office says that it shall bo hisY duty ‘“‘to diligently in- quire into and report to the mayor or superior courtall violations of the city ordinances and criminal laws of the state, and to prosecute all persons guilty thereof;" also, that it is his duty ‘‘to cause to be enforced within the city the laws of the state and ordinances of the city in relation to licenses and traftic” in intoxicating liquors, the suppression of gamir~ houses and houses of ill-fame, ard vagrancy.” The same ordinance, after thus doubly defining his dutivs, declares that the marshal shall be subject to a $560 penalty for any neglect or refusal to perform these duties, It would seem to the ordinary citi- en that this was enough in the line of instructions, but the coungil seem- ed to think that It was necessary to reiterate its orders, and at the meet- ing held March 27, it passed still another resolution, as follows: Resolved, That the mayor and mar- shal be and they are hereby instruct- ed to enforce flgidly and impartially the ordinance defining misdemeanor and fixing punishment. .Also the or- dinance concerning the closing of sa- loous and tippling houses, By the wording of this resolution the marshal inferred that he was to look to Mayor Bowman to take the initial action, and as the mayor oocurring about 8 o’clock yesterday morn. dng,. He acknowledgod that he threw the brick at young Burgess, and sobbed bitterly, The judge remarked that if the boy died he didn't know but what they would have to hang him, He sobbed more than ever. Bailey, aged 65, fell from his wagon to the ground and immedistely expired, Heart disease, The board of equalization of Ma- quoketa has decided to raise the as- sessments on about fifty solid men of that city to the tune of $70,000. A man who said that twenty-four years ago he had swindled a church fair in Burlington out of 50 cents, the other day called upon an old lady who he understood was one of the managers of the fair, and insisted on her accepting the money. Pass him around, Manson has between §75,000 and $100,000 worth of buildings in pro- apective erection, The fruit trees in the immediate vicinity of Keokuk are not ruined, though considerable injury was done by the late froat. The Methodists of Ashton are go- ing to erect a $1,400 church. Winemore, who had died while she was upstairs ‘at the bedside of Mis. Watson, she wes taken with what appeared to be an apoplectic fit, and almost jmmediately expired, The three deaths occurred within the half hour from 11 to 114 o'clock, and within ten minutes of each other. The three women were lorge and apparently robust, Mrs, Winsmore, the slightest, weighing about 190 yunds; Mrs, Watson about 206, and K‘}la. Smith about 255 pounds* Mrs, Winsmore was fifty-six, and Mrs. Watson fifty-two, “Mrs, Winsmore leaves a husband and two married sons, Thomas, the oldest, residing at 236 Federal street, a member of the ship chandlery fism of Cain & Wins. more, Queen street whaif, and Rob- ert J., residing at 2117 North Thir- taenth street, and a member of the ship-broking firm of D. 8. The families are all in com- fortable circumstances. The three ters were said to be singularly af- fectionate to each other, not allowing @ day to pass without exchanging visits or sending some little token of remembrance or affection. Mrs, Winsmore had been ailing lately, but not to any serious extent, while Mrs, Watson and Mrs, Smith were remark- ably healthy, thoagh the latter is said to have had a fow years since an at- teck which at the time was believed to be heart disease, Dr, Joseph 8. Neff, the Coroner’s Physician, in presence of Coroner Jarney and Dis, McPherson and Benner, made n autopsy of the bod- ics yeaterday e‘iernbon, in which it was ascertained taat Mrs. Watson's death resulted from apoplexy, and Mrs, Smith's and Mrs. Winsmore's, 80 far ¢4 the autopsy had progressed, from a similer cause, superinduced by acute fiight and active sympathy. Lust_evening the three bodies lay encased in caskets in the parlor of Captain Winsmore's residence, oppo- rite the Wharton street M. E.
