This law s per | feotly plain and easily understood, and is, that when a new grand lodge | ie formed and recounized, it s the sovereign, exclusive Masonic govern- | ing power over all the lodges of An cient Oraft Masonry in the territory in which it is situated. If it is to govern only those lo. ges which yield toeir allegiance to it, und other lodges within that territory are to be per- mitted to remain independent of ity and pay thuir homage and dues else- where, how can such grand lodge be | sovereiun, or how can it be eaid pos- | 8L88 LXC usive jurisdiction over its territory? It is a wmanifest contra- diction in tarme, and, therefore, it sooms clear that upon the formati n and recogtion of a grand lodge, it is the duty of all the lodges in that ter- ritory 10 surrender their foreign char- ters und give in their adhesion to the new grand lodge. Should they fail to do thia voluntari'y, 1t 18 the daty of the mother grana lodges, upon their recognition ot the new grand lodge, to 8o order them, and to enforce their orders, by vacating their charters and striking them from the roll of lode . This is 8 comity, as well as a duty which grand lodges owe to Masoury and to themeelves. J.H.Grahuam has been elected to the throne of the Grand Lodge of Quebec nine times since its organization in 1869, holding the office three different times and each time for three years. At the recent session a vote of condo- lence on the loss of his beloved wifo was carried_in solemn silence, and at the close of the Grund Lodge, as a token of the high appre ciation in which he is held by the Brethren of the| Lower Provinee, he was presented with & purse coutair ing $1,000.
