6 COUNCIL BLUFFS. Anniversary of the Board of Trade in That City. Able Address by President Baldwin on the Work of the Board. The board of trade met at their yooms Pearl stroet Wednesday evening to elect oflicers for the ensu- ing year and transact any busincss that properly came before them. L C. Baldwin, the president, occupied the chair. Tho minutes of the pre- vious meeting were approved. Several bills amounting to §50.056 were re- ferred to the committee on finance, Applications for to the board wero presented and favorably considered of the following gentle- Hon. John H. Keatley, Hon, Geo. Caraon, Wm, Runyan, H. Van Brunt and P. J. McMahan. The president of the hoard submitted his annual report, which was accepted, approved and ordered printed. Mr. on admission men; Baldwin said: ““One year ago your board was or- ganized, and in vacating the chair it would seem not inapprovriate to stop for a moment’s retrospective view of the year just closed. The creation of your body was under those clouded auspices of tormer organizations whose ostensible motives and aims were not dissimilar. The many warnings of failure have ceased however to im- press your members, and your board on this, its first annivorsary, atands forth a permanent organization, be- ond the shoals of failure, command- g for its earnest, faithful and con scientious mission the warmest sanc- tion of all good citizens. It 18 free from debt, untrammeled by political, social or sectional influence, supportea by men who constitute the brains and energy of our flourishing city, repre- senting tho various commercial and ; « professional pursuits.” He then pictured in glowing terms the work accomplishod by the board during the past year. To them was due the change of the city charter, the ercction of the largest grain cleva: tor west of Chicago, the prospects of the early constru of water works, the river improvement or cheap trans- portation, reccived from your hoard the spark that has since ‘waked the minds of the nation to the important fact that the great water highways are not the byways of commerce. The preliminary work for the protection of the low lands in tho city; measures adopted for wecuring the erection of a Unitod States court house and post- office building, the driving park, the opening and improving of Fairmount park, the Milwaukee & St. Paul rail- road, the construction atan early day of two extensive pork and beef can- ning establishments, in fact every material advantage that has occrued to our city has been either the direct Tosult of your efforts or has received your hearty co-oporation, In conclusion Mr. Baldwin said: ““The year just closed has made us un- willing witnesses of a submerged city, depleted graineries and a slain pres dent; yet no apvarent evil has fol- lowed.” Your city has enjoyed its wonted hoalth, free from every form of pestilonce " He called their attention to the im- portance of creating and maintaining a city government whose oflicers shall be sclected from amongst the ablest of our citizens, irrespective of political opinion, men who will have honesty and moral courage enough to stop the reckle w expenditure of money. He callod their attention to the imme- diate necessity of a completo systom of sewerage, the paving of our princi- pal business stroets, the securing of n union passenger depot at some availa- blo point near the business part of the eity, Ho recommended that the ‘board solicit the co-operation of the board of trade of Omaha in thematter of procuring a bridge across the Mis- souri river, The following officers wore elected for the ensuing year: President, L.C. Baldwin; first vice president, H. H. Motcalf; second vice president, W. C. James; socretary, E. H. Odell; treas- urer, E. E Harkness. The following board of directors were chosen: M. E. Smith, chairman; Henry Eiseman, F. C. Newoll, A, B, McKune and A. C. Graham, The annual report of the secretary and treasurer was roferred to the board of directors for approval. W. railroad dikes, and in the rivetment of the right bank between Indian bend and the Union Pacific railroad bridge. A complete hydrographical survey has been made from the vicinity of Florence to Bellevue. He knew from his own acquaintance with McGee that he was a noble boy. To be sure be had been incarcerated two years in the penitenitary down in Missouri, tor attempting the life of another, but he knew that he was a boy who had a noble heart. The trouble with him was that his temper was bad, If he had a temper that beat in umson with his heart he would have never con mitted the deed. The judge moved just a little bit by Mr. Daily's apecch, and gave McGee fifteen yo; 1t was generally considered that if | Col. Daily had made the same speech to the jury hat he did to the court, he would have reduced the verdict to manslaughter, ase of Mary Kelley va.
