Rumor has it that this will be the last assemblage of President Gar- field's cabinet; that Secretary Windom at least will ask that his resignation be accepted forthwith. Other de- rtures are not improbable. Noth- ing is heard to-day about Conkling's probable accession to the troasury portfolio, though it is generally ad- mitted that some one must be chosen for the place soon. Secretary Win- dom said this evening that his plans for the future were too in definite for him to say anything about them. THE PRESIDENCY FPRO TEM, Those who ought to know bost seem to think that the cabinet slate will de- pend somewhat on the issue of the republican protest against Senator Bayard's clection to the presidency pro tem. of the senate. This is thought not impossible though highly improbable. It is thought that some emergency may yet bring David Davis to the front for the presidency. At nu{ rato there is sure to be consider- able debate before the president is elected. A PROBABLE OBJECTION TO MILLER. Speeches may be expected from Senators Edmunds, Carleton and Frye at least. If the republican pro- test is too strong the democrats may raise an objection to Mr. Miller’s swearing in and this will add to the complications. The program, as ar- ranged Saturday, remains un- changed. THE FIRST DAY'S PROGRAM, There is nothing now to indicate that there will be a long session. The senate will be called to order at noon by the chief clerk, and Senator Pen- dleton will make a speech in nomin- ating Senator Bayard for the presi- dency pro tem. Senator Edmunds will also speak in nominating Senator Anthony for the same position and other speeches may follow. It is possible that the first day will be de- voted to speeches, though it is not now intended to carry the debate to anything like filibustering. Once the president is chosen and nothing but accident caa prevent Bayard's be- ing the man. Next in order will be the swearing in of the republican sen- ators, unless the democrats insist on choosing a secretary first. This ques- tion they have not yet decided.
