Vaughan is re-elccted un- der the new charter, he will probably have the following additional powers vested in him: He will be magistrate and conservator of the peace, having the jurisdiction of a justice of the peace in matters civil and criminal arising under the laws of the state or the ordinances of the city. His crim- inal jurisdiction is co-extensive with the county in which the city is sit uated. (He is not entitled to demand fees in criminal cases, 52 Towa, 311.) Code, section HOG, He shall keep an office to be pro- vided by the council. Code, section bH18. He shall keep the corporate seal. Code, section D18, He shall supervise the conduct of all city officers, examine into com- plaints against them, cause violations or neglect of their duty to be prompt- ly corrected or reported to the proper tribunal. Code, section H19. (We think the last provision is of wider scope, and confers a more definite and cer- tain power upon the mayor in this re. gard than is vested in him under sec- tion 11 of our charter.) He has, within the city, the power conferred upon a sheriff to suppress disorders and keep the peace. Code, section 519, His salary shall be fixed by an or- dinance, and shall neither be in- creased nor diminished during his term of office. Code, section H19). He shall, at the first meeting of the council, report to it concerning the municipal affairs, and recommend such measures as may deem advisable. Code, section H34 He shall appoint one chief of police, and as many subordinate officers and watchmen as the council may deem necessary, to hold during the pleagure of the mayor. Code, ion H34. He may, in cases of emergency, ap- point special watchmen, but their ap- pointment shall be reported to and subject to the action of the council. Code, section H34. He may, upon view, arrest any per- son guilty of a breach of the ordi- nances of tho city, or of any crime against the laws of the state, and may, u&m'l reasonable information, support- ed by aflidavit, procure process for the arrest of any person charged with a breach of any of theordinances. Code, section 637. These additional powers can but have the effect to exalt the position. As the powers of any office are en- larged as the contidence of the people is iucreased in its officials, especially its chief executive, in the same ratio the importance aud dig- _ nity of the office increasos, To such a citizen as the business men of -Qouneil Blufls will entrust the duties of the higu* andy, ygsponsible office of mayor of a first-cuse city, these additional powers can safely e conferred. Under the old charter the mayor is held responsible for the acts of his sybo dinates, and at the same time has not the power to re- move them from office on account of dereliction of duty. Under the new order of thirgs the menswho hold an office at ‘the will of the mayor will look to it, that his wishes are more minutely:carried. { Out no man fitted for the high position of mayor of Council = Bluffs would for a single instant take advan- tage of the powers the people clothe him with, and any man may, even without au thority, usurp powers not granted him, far more potent for mis- chief than the choice of subordinate ofticers. The mayor becomes more of aservant of the people and his re- sponsibility is greatly enhanced, To his door will be brought the blame for all neglect of duty of the officers he appoints; and the best of allis that the business men will be obliged to take part in the politics of the city, and see to it that none but first-class men --men of honor, of integrity, and of acapacity for business—are clected to the office. SPEARING FISH, At the round-house of the Chicago & Northwestern railroad is a little slouglh, caused by a depression which was formed by Indian Creek atan early day. Odell, secretary of the board of trade, has completed the school census, with the following result: Whole number of pupils between the ages of five and twenty-one, 5,411, I'here are more females than males, there being 2,760 of the former to 2,651 of the latter. VERDICT AGAINST THE RATLROAD, In the case of McCormick vs. the Chicago, Burlington & Quincy railroad company, the jury, after being out about two hours, returned a verdict in favor of the plaintiff for $4,600.
