Washineros, July 12—1 a. m.— The board of visitors, appointed by the president and by the senate and house, to attend the annusl examis tion at the mil tary academy at West Point, have submitted their report, of which the following is a Lrief synopsis: The bosrd exawived the rew bospital » further appropriation 1,618 will be required to complete the buildingr It bas been erccted iv the most substantial man- ner. The system is porely military, and is the result of meny years of close observation and experience of those who from time to time have lnd charge of the institu- tion, and who sppear to have been sctusted by the desire to make it effi- cient in edu: and training the catets for duties of soldiers and officr-. Toe oflicers are highly com- piwentsd fir the condition of the building in ail respects. In the judg- ment of the board the drill merits the highest commendation. The bosrd are of the opinion that the standard of acquirements as a condition precodeut to admission to Weat Point imposes upon the corps of instructors duties which might as well be performed by the teachers in the common schools throughout the land, but as a consequeice of the low standard for :dmission much valuable time is consumed in purely elomentary instructiors »t an encrmous expense to the government, and a needlestly large proporticn of the cadets fail to sustain themeelves in competition th those who, though short in their acalemic course, possess suthcient knowledge of those prerequisites, and with & consequent heavy pecuniary Toss to the uation, a loss smounting to about §17 50 per anvum for each and every cadct. The Life Saving Service. Special Dispatch to The Bee. WasnixoroN, July 11—10 p. m.— The reporta of the distriot offvers” of the life saving service, received up to date, show that 209 disasters to ves- occured within ths scope of ths service during the year ending June 30th, 1880. There wero 1947 persons on board of thess veasels, of whom 1938 were saved and 9 lost. i They, were succored st the stations 515 shipwrecked pers-us, to whom 1067 ys of relief in the sggrega'e were farvished. The estimated value of the vessols involved in these disssters was 82,644,603, and that of their cargocs $1,168,010, making the total value of the property imperilled $3,712,613. Of this about $2,611,633 was raved, and 81,101,080 lost. The number of disssters involving the total loss of the veasels was 64 DYING BY DEGREES. The Fasting Man Slowly Near- the Grave—The Brain Dinsolving. Special Dispatch to the Brr. New Yorx, July 11—10 p. m.— D-. Tanner was reported in good con- dition Saturday afternoon, although on the thirteenth day of the fast. His general appesrance was better than it 0, and he himself ex- presses the fullest confidence in hix ability of accomplishing his end. His face is somewhat thin and pinched, but has the appearance of a man in heslth, and dis voico is clear and strong. He retired at a quarter past ten laet night after first insisting that the gas be turned off. An old maidish Iooking woman stepped up to hum laat evening and offered to pray with him. She was removed. Taoner has lost 21} pounds since the commencement f the fast. Dr. VanDewyde, profes- sor of chemistry,after an examination, states that the fasting man for the past fow days, has been paseing off large quantity of phosphates. Secoud race, handicap sweewstakes for thres year c1ds, at $25 each, with $600 added, 8150 to the sacond out of the stakes, mile and furlong, was won by Kittie J, with Emily F second. Time 2:00. Third race, five furlongs, purse of 8500, for two year olds, was won by Topsey, with Blazo second. The large six-story brick dietillery and_wholesale liquor houss belenging to the Dister estate, and occupied by Mohr & Co., Cincinnati, was slmost | $1 entirely destroyed by fire Saturday afternoon. The fire burned fiercely for uearly two hours, aud tho falling crushed a three story brick stauding beside the distillery. The loss to the Dister estate is about $25,- 000; loss to Mohr & Co. about $50,000. Both building and contents were fully insured. At Richfiold Springs, N. Y., Satur- day Wm. Dolcher, in a drunken fit seized an axe and attempted to murder his family, but in breaking open a door the main artery in his right arm was gorved and he died in few minutes. Heat has been intolerable at Colum- bus, Ohio, the pasc few days. Patrol- man Geo, Shannon was overcome while on duty Saturday,but is recover- | ing. A terrible storm began at 7 o'clock Saturday.
