Correspondence erchanged last evening with gentlemen well in- formed in Spanish affairs and holding intimate relations with members of the Spanish Le¢ ing informatio; ien, Pavin, in occupying the palace when Cortes held its sessions, denote a rad- ical change in the present form of government. Many circumstances in the past few months have pointed to some such movement. The return Marshal _Serrano and others to Spain showed a desire to consider monious feeling in political matte with a view to strengthen the yon Republic and esta i basis, not regarding the e Carlists in the north or interior. Cartagena the people are divided 1mto & number of parties; the most prom inent are Republicans and Monarc! ists, divided umong themselve also the adherents of the Repub among monarchists, Thislatter party favorsthe elevation to the throne of Don Alphonso, son_of the former Queen, Isabelln. The Republicans are also of several cliques, thie ruling element of which has a majority in the present Cortes aro a class who arc radical in their views, and_ while not agree- ing among themselves even, are op- posing all efforts to establish a repub- lic on a moderatg constitution. Gen. Pavia is believed to be acting with the full concurrence, if not under the immediate direction of Gastellar himsel. The latter has in all proba- bility taken this method of setting nside the other opposition element in the Cortes, with ‘T.‘: view of bring< ing to his aid various men of moder- ate views, who desire a mild govern~ ment free. from all disturbing ele- ments. Many events of the past three mouths lead to show that he has hopes for aid from the monarch- ists, The recent changes of Ambassadors at London and Brest show that both these men “are moderate, or greater Conservatives, than the men they re placed. Tho Senate met at noon, Mr. Car- penter presiding, Mr. Edmunds, from the Judiciary Committee, reported back the House bill to repeal the bankrupt law, with amendments, and recommended that the thus amended bill pass. The bill as amended requires coneurronce of onesfourth of thy insolvent credits, ors to ‘orze bim in o bankruptey, al- lows protesied paper to run sixty days, allows u wmajority of creditors to take the case out of bankruptey any time, ond permits any number of credstors to muke composition of their own claims. Mr, Wright intraduced a resolu- tion instructing the committee on civil service retrenchment to inquire into the expediency of reporting a bill making a reduction of ten per ceut. of compensation of all govern- ment officials whose malaries exceed one thousand per annum or five dol- lars per day. Mr. Cameron objected, and it was laid over.
