I Dated, Lebanon, Conn., Amsl 11, 1921 —— SMOOT AN ADVOCATE OF GENERAL SALES TAX ‘Washington, April 10.—A general sajes tax was advocated tonight in a state- ment by Senator Smoot of Utah, g re- publican member of the senate finance committee, who formally announced he wauld introduce a bill to that end in the senate Tuesday. Senator Smoot’s measure, which he es-. timates would yielg approximately $i.- 500,000,000 in revenue annually, would place a flat tax of one per cent. on zross sales above $6,000 annually on virtually all commodities, both raw materials and finished produets. The bill carries a fow |’ exemptions but application of the tax would be stayed practically en'y on sue commodities as now bear a higher levy. M consideration of the Smoot pro- posal is planneq by the senate fimance eommittee in its study of the taxation T R his d sales’ ‘ax, Mr. Smoot sald it would be smple in ap- M’- and al-y to compute. He de- ‘would properly distributs the l-ua ol taxation, compelling each citizen to bear a share proportionate to his abliity te pay as measured by his buying or producing powers. “If the sales tax becomes a part of the revenue laws of our country,” the state- ment continyed, “congress can repeal all of the jrritating, nagging, diseriminatory taxes amounting to hupdreds of millions of dollars, and the excess profits tax, the result of which has worked such havo: with business concerns of our country and which have in many cases been com- pelleg to pay the excess profits tax on d ‘The bill contemplates payment of the whole tax, accumulated through the va- rious resales, by the ultimate consum- er, Senator Smoot said, adding that there was no objection te the firhl seller ab- sorbing the tax if he eared to do so. Willlam W. Husband, of Vermost, the new Commissiomer of Immigra- lion, suceceding Anthony Caminetts Mr. Husband has devoted years to the study of Immigration problems.
