WILL CURB BUENOS AIRES RENT PEOFITEERING Buenos Aires, July 4—Rent profiteer- ing in Buenos fires, which in the opin- 1ion of many travelled visitors, yields to no city in the world in the measure of the excesses it has reached, will soon be curbed if certain bills about to be introfuced into Congress meet with suc- cess. The most radical of these measures limits the rept of houses to the equiva- lent of about $10.50 United States money. Rents at iwice this vate rgte are not uncommon for the ordinary one story house with which Buenos Aires abounds, rates of a year ago having been in some instances trebled. According to the author of the measure, Deputy. Tambor- ini, rents in Buenos Aires mow average 40 percent of a family's expense budget. The bill also provides that an owner shall not coliect from any property a rent in excess of eight percent of its as- sessed valuation. Landlords cannot can- not tramsfer their contracts for rent without consent of the tenants, nor can they evict a tenant on fhe ground that he has violated some municipa! ordinance, except by court order. Such ercuses have been employed by landlords against tenants refusing to pay higher rent. Jail penaltieB are provided for violation of y of the provisions of the proposed law, There has been but an insignificant {amount of building in Buenos Aires since the beginning of the war. Only within the last few months has it been resumed and is on a small scale compared with the building boom which the war halted. KINGSTON RESIDENTS DON'T WANT DRY LEGISLATION Kingston, Jamaica, July 4—Thousands of residents of this island, the home of Jamaica rum, have united in a protest to the government and legislative coun- cii against prohibition, state control of the liquor trade or alteration of the present licensing system. A measrue has been introduced in tke legislature by the government providing for state control of the trade after the legislative council had been asked to consider also the questions of prohfbition | and licensing. Those opposed argued in a memerial to the government that the manufacture of rum, as a by-product of sugar, had been carried on in the island for hund- red of years and formed a very import- ant industry which would be seriously affected if prohibition were impose They objected also to state control chief- ily on the ground of expense and risk involved.
