Each_bid,. whether for one or more sections, must state the time which the contractor estimates for the duration of the job. These estimates of time will he used in determining the date of completion of the work. The con- tractor must also submit proof of his abllity to construct and complete this work. such proof to be in the form of references to work already done and evidence as to his financial standing. A certified check or surety company bond for one-third the amgunt of the bhid must accompany each proposal un- less the contractor shall have filed with this office an annual proposal bond. 1In case of failure or refusal on the Dart of the bidder to enter inte contract within the set period, he shall forfait to the State a part of the de- posit which shall be equal to the dif- ference between the total bid of the defaniting bidder and the total bid of the pefson or persons with whom tne contract - s finally executed. The amount ‘of this forfeit shall be taken from “the surety company's annual or bid bond or cért'fied check —accom- punying the proposal.
