But that is a Norwich matter that does not concern but :still interests New Londoners who do not under- stand what it is all about. The New London police force. is composed of a chief in the.person -of the mayor, a captain, a lieutenant six sergeants (double the number Norwich is to have), 31. patrolmen, two supernum- eries and a janitor. There s no fuss over thé appointment of sergeants and the increase in number gradually from one sergeant to the nresent number. There was no legisiative authority ought. -nor .even authority from' the t of ‘common council. The com- mitiee saw fit_to make the appoint- ments, angd:thatis all there was to it. Three of them are utilized as desk serzeants, and the others for special street duty.é-The inside chaps serve practically as’ clerks for the captain and lieutenant of police. They do the| book workthat is perhaps done by one of the policemen in Norwich. and in consequence the real officers of the | department are not tied down to any particular part of police routine. The e was when old Capthin Haven and Lieutenant Jeffers per- formed all the duties of their office without the assistance of clerks or desk sergeants. But that was in the days before an unsuccessful attempt vas made, by the committee of the po- lice department to place little New London on a par with big New York, thereby “demonstrating appetite © with a ginger ale pocket- book. On the quiet, the present Do- lice force is not a whit more efficient than the department of two years ago, but in many particulars is less effl cient. Today the janitor of the police station is getting just as much pay as was paid the captain of police two years ago. The words of the late la- mented Ben Franklin were not heed- ed in police. matters: “Don’t pay too much for your whistle.” The sale of business buildings is still going on, and there does not seem to| be any let-up in the high prices paid.| The purchasers are practically-all of i the same race, and noted for th. business abjlity. These purchaser: probably know just where they are at as they rarely spend a business dol- lar without getting a fixed percentage of profit in return. They have paid what the conservative New Londoner believes to be ridiculously high prices for the properties secured, but they are gradually getting control of the real business section of the city, and mer- chants must come to their terms as regards rents or get out of the busi- ness section, and perhaps out of busi- ness. The rents in some instances have already been trebled, and the oc- cupants of stores with . established business are given no encouragement, no inducement to remain even at the greatly advanced rents. In some cases the new owners of store properties are ready to go into the establishad busi- ness at the old stand, or cin very read- ily get some friend to engage in-that special line of business. They surely are prepar- ing for that coming. The prices paid for these properties in the past six months are known to the assessors, who may be anxiously awaiting to re- ceive the tax list of these new owners, just to note whether there are any discrepancies in_the amounts paid ahd the valuations piaced on the properties for the purpose of taxaion. It is a safe bet that some of tne lists handed in will be different in the footings after the assessors’ work is done. In the recent city election there was quite a decrease in the democratic ma- jority and the candidates for aldermen in the Third ward had a close call. This is considered the ward where the democrats are in thg -majority in large numbers, in _fact is the democratic “stronghold. The almshouse is located in the Third ward, and all the eligible voters of that institution are registered in that ward. In the last election Dr. A. J. Thomas Donohue in the city auto truck, and after voting they re- turned in the same way to the insti- tution. ~ No _one would intimate that the superintendent influenced in any WAy the votes of the inmates. So the réduced democratic vote cannot be ast':.ribed 4n any way to the almehouse vote. It must have been due to some other éause maybe to, the inactivity of the Third ward dendocratic committee and workers at the polls. There are cities | Springficld to visit her sister, Mrs. C. in the state where the inmates of alms- houses are on the registry lists of the wards from which they were commit- ted, and permitted to retain their vot- ing residence in their old home wards. This may be done should the city ever be gerrymandered for political pu poses. Mr. and Mrs. I. F. Wilcox motored to East Greenwich, R. L. Sunday where they visited their daughter, Miss Sarah who is attending Bast Greenwich Academy. Mrs. B. C. Hallock assisted by Miss May Deming was at the Stafford fair.
