A small minority of that board, not even all the democratic members. are spading the political garden to turn up. to diz up, some- thing that may be used fo create a prejudice against one of the best men for the board and the city that was ever connected with that highly im- portant city department. Mr. Harwood as president of the board has not the same opportunity to discuss questions at the meetings as has Mr. Fox or any other member, and when It comes to voting in the meeting his vote counts no more than does the vote of Mr. Fox or any other member. Because mattérs are adopted that this minority member does not like, he pushes the majority aside and rushes into city meeting, has ‘his Jittle say, in a remarkably g00d speech. and endeavors to create the impression that Mr. Harwood is the whole board. barring himself, in- timating that Mp. Harwood. republi- can, is not fit for membership on the hoard of school visitors. The democrats are determined.
