SCYMOUR MAKES ALEAL FOR BETTER WATER SERVICE An interesting -hearing took place before the public .utiliies commission at Hartford this week, and their de- cision in the matter is of state interest, bearing as it does on the matter of compelling a private water company to render to & town an improvement in_water service. The case is that of the town of Sey- mour against the Seymour Water com- pany.
