Amsterdam, Feb, 15.—Germany. was pictured as a, peace-loving, mon- aggressive nation in the speech of Dr. Von Knehlmann, the German foreign secrelary, at the ncluding session of the recent peace conference at Brest Litovsk. Dr, Von Kuehlmann eaid the Russians should have no fear that Germuy held any designs on Russia. “I need only refer M. Trotzky (the Bolshevik foreign minister) to the permanent basis of the German policy Wwhich, up to the time when war with Russia was forced upon the German beople, consisted ‘in the preservation Of good and friendly relations toward ‘our eastern neighbors,” Dr. Von Kuehl- mann declared. - “Germany’s policy will always continue—as soon as the war has reached a satisfactory conclu- .slon—to strive for the friendliest re- lations with newly organized Russia by avoiding all interference in its in- ternal affairs.” Dr. Von Kuehlmann said the German ldea in drawing the frontier lines for Poland, Courland and Lithuania was “to observe the racial point of view as suggested by the Russian delega- tions, and we have done this in ac- cordance with historical demarcation and_ethnographical position.” “As regards the futtre lot of these peoples,” Dr. Von Kuehimann conti Ued, "akhcugh ‘Wwe believe theeir wi already hive been expressed in with the principle of determination, we are ready b tematic extension of existin: sentative bodies to provide for the possibility of a further expression of the national will on the broadest pos-. sible basis. The determination of the time and form of this expression of popular will must be decided by ex- isting ' representative bodies in 'those territories.” - SMALL PERCENTAGE OF FATAL ACCIDENTS TO AVIATORS Considering the Large Number of Students and the Amount of Flying. Washington, Feb. 15.—In spite of the frequent ‘fatal accidents at the avia- tion training camps during the past week, the war' department considers the percentage small considering the large number of students and the D amount of flying they are doing. The acting chief signal officer to- night issued this statement: “Distressing though Tecent fatalities in the aviation section of the signal corps have been, the percentage of casualties among our young aviators is very low considering the increase in the number of men flying each day. The aviators at the signal corps train- ing schools are averaging about 1700 hours of fiving per day .which makes a distance of about 102,000 miles flown each day. This is equal to four trips e around the earth - “Considerifig’ this amount of fiying, the percennga of fatal e mfly p .accidents. s o IR Is Much Depressed.
