On the “ltghtness nights” there is to be no more outdoor lishting than is absolutely necessary for the safety of streets, passages and dangerous spots, and householders are to be ure- ed to have as few lights as_possible in_their homes these nights. Mr. Rus- sell is instructed from Washington to use the full authority granted to him by the Fuel Administrator in the en- forcement of this new regulation.
