Washington, Aug. 14—The Navy league, in a statement here today, says in has information it considers relia- ble, that a time fuse was connected with the black powder magazine at Mare Island navy vard which exploded July 9, killing five and injuring thirty- one. The league's informant, the state- ment says, fears that vigorous investi- gation has been hampered throush in- fluence of powerful labor interests. The Navy league in its statement, which is remarkable in many respects, says its informant contends that the discovery of the fuse gives evidence of a criminal conspiracy. The navy department has made no announcement further than that an in- vestigation was being made. The name of the league's informant is withheld, but the statement says he is one “whose daily work would place him in a position to know the facts,” and “The Navy league has no means of conclusively determining the accuracy of the statements made in this letter, but it has given very careful consid- eration to the seriousness of the charges it contains and would not give currency to theg if it did not have confidence in the source of its informa- tion, its general reliability and its po- sition to learn the facts stated. It is clearly proper that investiga- tion into such an occurrence as the Mare Island explosion must and should be made secretly, and the league real- Zes that the mere circumstance that no statements have been made to the press regarding the progress of an in- vestigation does not warrant the as- sumption thatino proper iuvestigation is being made. “On the other hand, the fact must be faced that a government depart- ment could employ this veil of proper secrecy to hide the fact that the in- vestigation had been blocked. The press and public would assume that silence on the part of government au- thoritjes about the matter was simply due to the desire to press the investi- gation more effectively without hin- drance from premature publicity. * “It is therefore an extremely diffi- cult matter to determine satisfactorily, by the customary imguiries, whether such an investigation is proceeding or hae been blocked. The league is in- | formed by a man who is in a position to know that in this instance the in- vestigation has been blocked. John Hartford, Conn., Aug. 14—At the office of Governor Marcus H. Holcomb today it was announced that John Buckley of Union, had been appoint- ed_executive secretary to succeed the present executive secretary, Willlam M. Maltbie, to take office August ‘31 when Secretary Maltbie goes to the superior court bemch. Mr. Buckley is 32 yvears old, was orn in Stafford and has lived In Union since he was seven years old. He was educated in the University of Maine Jaw school and was admitted to the Connmecticut bar in 1907. He served one term in the house of the Connecticut _legislature, being the youngest member for the 1909 term. He has been assistant clerk and clerk of both the legislative house ard sen- ate, holding the senate clerkship in the legislature of 1917. LITHUANIANS REFUSE TO SIGN DRAFT PAPERS Federal Officials to be Asked to In- vestigate Cause at Bridgeport. Bridgeport, Conn., Aug. 14.—All the Lithuanians 'in the First District ex- emption examinations today _refused to sign any papers of any kind. In the effort to induce the registrants to comply with the law all work was suspended. Most of the Lithuanians are aliens but some have taken out first papers. It was impossible to dis- tinguish one class from the other, as none would give any information. The sudden action led to the suspicion of an organized attempt to interfere with the draft among foreign-speaking reg- istrants. Federal officials wil be asked to investigate. Disguised Greek Sailing Ship. as a New York, Aug. 14—According to information reccived here today in marine insurarce circles a German raider, disguised as a Greek sailing ship, is believed to be responsible for the sowing of mines along the South African coast which resuited in the destruction of the passenger liner City of Adhenfpm. Such_a vessel, marine men said, had been reported to the British admiral- ty as being seen in waters adjacent to the African coast, and a number of fast cruisers were dispatched to in- vestigate and learn its identity.
