Order through The Bulletin Company, Pattern Dent. —Co=np. —h e | CONTROVERSY IN SENATE OVER PROHIBITION CLAUSE May Cause Enforcement of Cloture Rule for Pa: )e of Food Control Bill. ‘Washington, July 2.—Controversy in the senate over the food control and its prohibition feature reached such an acute stage today that formal steps were taken by administration leaders to limit debate and force a final vote this week by invoking, for the first time, the senate’s new cloture rule. ‘Within a half hour more than the necessary sixteen signatures to a clo- ture motion were secured. Senator Chamberlaln, in charge of the bill, an- nounced to the senate latter that he would offer the motion tomorrow and ask for a vote upon it Thursday. Its adoption would require a two-thirds vote and thereafter would limit each senator’s time upon the bill and all amendments to one hour. Many senators say that until the prohibition issue is settled the neces- sary two-thirds vote for cloture can- not be secured. Others point out, however, that the vote on shutting off debate at least will “show up” on rec- ord those not in favor of expediting the bill as desired by the president. The movement for use of the clo- ture rule, adopted after the filibuster last winter on the armed neutrality bill, came after the senate had adopt- ed 'the section by a vote of 42 to 15, extending government control, in ad- dition to food and fuels, to iron and steel, copper, cotton, wool, hides and skins, lead, aluminum, fertilizers, farm implements, hemp and other binding twine materials and their products. A fast and furious skirmish on pro- hibition occurred for a half hour just before the senate recessed tonight to meet an hour earlier than usual to- morrow. The “wets” and “drys' clashed when Senator Penrose, oppos- ing any attempt at cloture, suggested that prohibition’s friends had been delaying action. Senator Jones, of Washington, vehemently denied the charge and asserted that the delay bas been caused by prohibition oppo- nents. Senator Sheppard asked unanimous consent for a vote tomorrow on the liquor question, but Senator Penrose objected. The dispute over prohibition was opened anew by the action of the ag- riculture committee in approvimg six to five an amendment by Senator Gore proposing that manufacture of dis- tilled spirits shall be prohibited and the president ziven power to suspend the making of beer and wines. The committe rejected S to 4 the so-called “administration compromise” plan of Senator Chamberlain limiting prohi- bition to distilled beverages without any action regarding malt and vinous intoxicants.
