T et Contents 15 Fiuid Dractug By a bill enacted by the general a: sembly a state department of heaith is created to have the authority and per- form the dutles now conferred upon the state board of health. The act is as_tallows: Section 1. A department of health is_created which ehall have the au- thority and perform the duties now conferred upon the state board of health, Such department ehall consist of a commissioner of health and public health council, with such di- rectors of bureaus and officials as are hereinafter provided. "Sec. 2. The governor shall appoint a commissioner of health who shall be the administrative head of the depart- ment, and chairman of the public heauth coupeil. Such commissioner shall be a physician, graduated by an incorporated medical college recognized by one of the medical examining boards of this state, of at least five years' experience in 1 practice of his profession, skilled in sanftary sci- ence and experienced in public frealth administration. = The term of office of the commissioner of health shall B¥ six years from the first day_of July following his appointment. . He shall not engage in any other occupation, and ehall be paid such compensation for his services as the public heaith council- shall determine, and the ex- penses incurred in the performance of his dutles. _ = Sec. 3. On, or befors July 1, 1837, the- governor shall appoint six ‘mem- bers of the public health counci], at least ‘three of whom' shall be physi- cians, and one a sanitary engineer. Two members of such council eHali hold office from their appointment un- til the first day of July, 1919, fwo un- til the first-day of July, 1921, 'and two untll the first day of July, 1923. The terms of office of members appointed in 1919 and biennially thereafter shall e six vears from the first day of July following their appointment. The gov- ernor shall fill any vacancy.
