The house concurred with the sen- ate in the rejection of a big batch of | bills that came in under unfavorable reports. In these bills was the one in regard to home rule for towns with 20,009 or more population, and & sub- stitute bill is in preporation. New London Charter. “There was concurrence with the senate in the act to amend the char- ter of the city of New London, which provided that the cost of paving the streets be borne by abutting property owners. The unfavorable report was accepted and bill rejected. This mat- ter will be given concideration in a new general bill. Bank Deposit Taxation. Favorable report was made of an which states that in returning bank deposits in tax lists, checks drawn and issued, at least seven days prior to the day, as of which the list is returned, to be presented in ordi- nary course for collection before said day, may be deducted from the amount on deposit on the opening of said day, though they have not in fact been so presented. Plainfield Reimbursed. Under suspension of the rules, res- olution was passed authorizinz the payment of $273.55, the sta pro- portion of the expenses of the fire warden in the extinguishment of for- est fires in the years 1914 and 1915. Tt was ex- plained that a general bill was in preparation in thes: matters, Change of Reference. The act concerning corporations was referred for the incorporation to the judiclary committee, providing for scholarships from education to appro- priations. - Salaries .of state officers and deputies, deputy treasurer and clerks, and clerks in the office of sec= retary, concerning court of common pleas of New London county from ju- diciary to appropriations. Public Market Place. The bill in reference to public mar- kets and markety s came from the committee on public health and safety, with recommendations that it be re- ferred ‘to the committee on agricul- ture, and it was so referred. State Board of Charities. The bill was rejected which would require the members of the state board of charities to visit the state institutions at least once in three months. This is being done without taw. Another bill rejected related to an increase in the salary of the_sec- retary. No Sanatorium. A bill providing for a tuberculosis sanatorium in Middlesex county, was rejected, after it was explained that no one appeared before the commit- tee in favor, and there was.much op- position. Military Matters. The committee in military affairs made unfavorable reports, which were accepted and bills rejected, in refer- ence to the formation of a junior na- tional guard and the appointment of a commission to plan for an organi- zation of boys as a military reserve John Cassidy’s Road. The petition for extension of time of the charter of the Waterbury and Milldale Traction company was unfa- vorably reported and petition reject- ed. A Dill covering the matter is to be presented. Trolley Retentions. The act amending the Charter-of the Connecticut Company, passed in the senate, reached the house file Friday. The act authorizes these extensions in Norwich: From a connection with its tracks at or nesr Tafts Station of the New York, New Haven and Hart- ford Railrcad company, thence in a generally northeastern direction to.a connection with the company’s tracks at or near Central Village, from the termainus of the tracks in West Main street, southwesterly over the Salem turnpike or on sny convenient private right of wav to a suitable terminus at or near Maplewood cemetery: also from a_connection with the ttracks in South E street, through Norwich ave- nue to a connection with its tracks in North B street. New London Matter. The committee on appropriations will give hearing next Wedn af ternoon on the bill presented by Mr. Fox, concerning appropriation for the New London Vocational school. Addie Burns Case. The house agreed with the senate in giving permission for withdrawal of the wetition for release of Addie Burns from the state prison. It was explain- ed that the petitioner had made a number of appeals for release to the board of pardons and they were re- Jected. It was explained that in- view of the action of the board of pardoens, the committee agreed to make unfav- orable report. Railroad -Abandonment. The committee on railroads report- ed fayorably on bill to permit the New ork, New Haven and Hartford Rail- road company to abandon the track- age between Saybrook Point and Fen- wick station. Tabled for calendar and printing. Employment of Convicts. The judigiary committee made. fa- vorable report on a bill which pro- vides tha: no person confined for crime shall be employed in or about the manufacture of -preparation of tobacco, or any article hich in its use comes into contact with the mouth of the human being. Calendar. Narcotic Drug Addicts. There came favorable report from the committee of humane institution, reported favorably on an act which provides that there shall be provided in the Connecticut Hospital for the In- sane at Norwich, a suitable, place for the admission, confinement, operation and treatment of narcotic drug ad- dicts. Calendar. Norwich City Clerk. An act taken from the calendar and passed in concurrence with senate ac- tion provides that the city clerk of the city of Norwich shall be elected at the city election next to be held after the passage of this act, for a terms of two years, ang biennially thereafter such clerk shall be elected at the city election for a like term.
