Hurlbut, of Goshen, has brought action to con< test the will. BITTER PARTISAN STRIFE IN THE CHINESE REPUBLIC Has Brought the Reorganization of the Government to a Standstill. Peking, Sept. 4.—Bitter partisan strife has brought the reorganization of the Chinese repubiic to a standstill. The Kuomintang, or the old revolu tionary party, clearly controls a ma Jority of the members of parliament who have so far arrived in Pcking. vi, who has been designa of foreign affairs in the se since his appointment, but remains at Shanghai, where Sun Yat-sen and other Kuomintang lead- ers are also living under foreign pro- tection. C. T. Wang, the president of the senate, is the most prominent of the Kuomintang leaders who have come to Peking and are personal participat- ing in the flerce political battle which is now being waged between the Kuo- mintang and the combination of prac- tically all other political fractions headed by prominent military lead- ers. So far slightly more than four hun- dred members of parliament have a rived in Peking. As it require nea Iy five hundred to make a_ querum and the members already here are disorganized and divided in their purposes there seems to be little chance of much accomplishment in the near future. The first and all important duty of the parliament is to approve a cabi- net. Its second important task will be the designation of a vice-president to take the place upon the advance- ment of the Li Yuan-hung. Tuan Chi-jui, the premier of the present compromise cabinet, has" the support of the military forces of China and_practically all the opponents of the Kuomintang. In addition to being premier, Tuan Chi-jui is also minister Jof war and easily the most poweful man in China. The military is really the only thoroughly organized force in the republic. It was always Yvan Shi-kal's strength, and it is the strength of Tuan Chi-jui, Who is now generally belleved to be more powerful than President Ii Yuan-hung. The Kuomintang is endeavoring to have Tang Shao-yi made premier, and wants Premier Tuan Chi-jul to aceept the vice presidency, surrender the pre- miersbip and the minister of war, and become chief of staff This Jatter po- {sition was held by Li Yuan-hung dur- ing the days when he was practically kept 26 o prisoner by Yuan-kai, and is absolutely without power. Tuan Chi- 4ui and his backers, who are appar- ently becoming more numerous every day since it has begome clear what the plans of the Shanghai leaders are, are unwilling ¢o make way for the Kuo- mintang. They have the army under their control and are szhowing lfttle dispositién to fall in with the Kuo- mintang plans. Tang Shao-vi has re- fused to come to Peking and assume the office of minister of foreign affairs untfl the pérliament ehall have ap- proved the new cabinet. This action is regarded by his opponents in a very uhfavorable light. They insist that he should come to Peking and join in the efforts to effect a_compromise. The present deadlock is doubly seri- ous because of the government’s utter lack of funds. Rioting s feared should the soldiers go unpaid for an indefinite length of time, there are many predictions that the military leaders assoctated with Tuan Chi-ful will take the control of the government in- to their own hands through military strength and dissolve the parliament unless a compromise can be effected 'very shortly. Rumors of the restoration of the Manchu dynasty are also heard con- stantly tn Peking.
