The death of Mrs. Hannah Kelley occurred Friday at the home of her daughter, Mrs. Timothy O'Hearn on East- Town street. Mrs. Kelley was born in Ireland and when a young girl came to this country and to Yan- tic where she lived for nearly fifty years. Her marriage with Robert Kelley took *place there. For fifteen yvears she hss resided in Norwich Town. All who.knew:her were im- pressed by her ' kindness, gentleness and sterling traits of character. In the home circle she was much be- loved because of her cheery spirit and loving thought for those about her. The state trea a check for $200, penalty tax on an state tax of four m paid for five years previous to the death of the owner. Since tie law went iInto effect last August the pen- alty has been pald on 232 estates, and the total amount received up to date is $28,126.59. The highest tax paid was $3,04? and the lowest $7. The average W $121.23. states cannot be probated until the taxes due the state are paid on urer received Frid the amount of the e on which the had not been as them. The judges of probate are re- quired to furnish the state treasurer with an inventory of the estate and in this way the treasurer is able to determine if the estate has met its obligations to the state. The penalty tax is imposed on the estate at the rate of 2 per cent. for five years or 10 per cent., so that one-tenth of the property involved goes to the payment of the tax. If, during the lifetime of the owner the tax of four mills is paid, the estate escapes the penalty. The Jaw has had the effect wiich the au- thors of it intended in advocating its enactment. The large increase in the payment of the tax of four mills on securities which are liable for the tax, Is due, it is sald by officials in the of- fice of the treasurer, to newspaper ad- vertising and to the operation of the Denalty tax law.
