In this instance the council had authority to issue 20 li- censes, but did not issue that number and that two more licenses were avail- able, it being taken for sranted that when the town voted for license it meant license to the limit. President Culley stated that the council was not required to state the reason in any specific case, and this statement was strengthened by Town Solicitor Agard, who said that the law gave the council discretionary voted for license and the council re- t as weil as the town nigaways.
