NORWICH BULLETI TUESDAY, APRIL 7, 1914 Westerly Public Works Commission On Recommendation of -_Government' Engineer Allen—Fin-! ancial Town Meeting Appropriates $800 for Miscellane- . ous Fund and $10,000 for Watch Hill Highway “Im- ‘pmvémmu—Town Council Grants New Franchise for Turnout and Extension. There were just one hundred and twenty-eight taxpayers in attendance at the special financial town meeting held in the town hall, Monday morn- ing, when Moderator Eugene B. Pen- dleton opened the meeting. Clerk ‘Whipple read the call which asked the tax payers to act upon ree- ommendations for extending the water service to Weekapausg, to rescind a vote that specified the unexpended balance of $9000 for highway at Pleasant View be expended between the casino and Weekapaug, to make special appropriations for miscellane- ous fund, and to authorize the town treasurer to hire money to meet ap- pripriations made at the meeting. AMilo Clarke spoke in favor of the extension of the water system to Weekapaug and Senator Louis W. Ar- nold, chairman of the boards.of water commissioners presented the recom- mendations of the board and also a vote authorizing the extension. He said that the interest on the cost of construction had been guaranteed by the property owners and that no bur- den would be placed on_ the town by reason of the construction.' A vote was unanimously passed authorizing the water commissioners to make the proposed extension and that the town treasurer be authorized to hire the required sum of money, not to exceed $15,000. Then came the vote to rescind the vete which provided for the expendi- ture of the unexpended balance of the Pleasant View highway appropriation, hetween the Casino and Weekapaug. Councilman Langworthy stated that there was a balance thus far of $5,- 080, and that it was planned to repair e road back of the cottages from the easant View trolley terminal west to the western boundary of the John H. Murphy property. He did not think there would be any unexpended balance for one east of the casino. Milo M. Clarke said that it looked to him as if there was to be no core to the apple, and he moved indefinite postponement of the proposition. Clark Whipple explained the orig- inal vote and said that it did not con: template taking away any part of the appropriation that was needed for the highway between the casino and Mur- phy’s. Frederick A. Buffum said that under the original vote the expenditure must be made in the rear of the cot- tages and that it was not needed be- tween the casino and Weekapaug. The money should be used where it was most needed and there would be no balance to expend on the east end of Atlantic_avenue. % Councilman Maurice W. Flynn conld ses no necessity for a change in the original vote, but favored leaving the maltter just as it stands and there will be no unexpended balance. Mr. Clarke's motion to indefinitely postpone was unanimously adopted. Tewn Solicitor Harry B. Agard made a motion that the sum of $800 be ap- propriated for the miscellaneous fund. 3. Clarke asked for information as to the occasion for this increase. Mr. Agard explained that $441 was for legal service rendered to the town by Attorney Walter Barney, of - Provi- dence, and covered a period of sev- eral years and prior to his selection as town solicitor.
