NORWICH BULLETIN, WEDNESDAY, MAY 14, 1913 BVER NEW LONDON County Members of General Assembly Held Ct:;nference——To Adjust Property Lines at Court House in New London— Committee to Consider Buildings For County Home Here. An adjourned meeting of the New , londen county members of the gen- | cral assembly was held Tuesday after- noon in the county room of the state ca’pitel. Senators Johnson, Avery and Miner and nearly all the house | members of the county were present, as were also County Commissioners Charles H. Smith, Charles D, Noyes and Frederick D. Brown. Representa- | tive Tanner of New ILondon s chosen chairman and Representative Craney of Norwich, clerk. The meet- ing was for the purpose of consider- ing matters to be presented by the county commissioners. Mr. Learned Wants Easement. Commissioner Noyes stated that pe haps one of the matters was partly a legal question and requirements of | certain propositions regarding court house at New London. In con- nection with the rebuilding of thel was | | | T- | the | court house part of the property secured by direct purchase and part € The by condemnation proceeding pert that was acquired by direc chase was that from Walter I N which he parted with reluctantly, but appreciated that the property required in connection with the larged and improved building; commissioners took no more of Learned property than was absolutely | necessary and 2 a_ fair price. The building was carried close to the line | and, it appears, a trifle beyond. The | window blinds swing over the Learned property and the cornice | overhangs. Mr. Learned does not ob ect to the conditions and does not consider it as any inconvenience, but, | inasmuch as it is an encroachment he hopes an easement may issue so that the property will not be impaired in the future, and the commiss consider M Learned’'s request perfectly fair Conditions Regarding Mercer Proper- ty. The commission could not ¢ to price on a part of the prope Frederick W. Mr Mercer is satisfied on that point. The appraisers in condemnation toc erty within a few inches of cer's residence. Commi explained that Mr. Mercer land in the rear of the cour for a depth of forty feet anc tv owns no part of the There is a barn there now and it is possible that other buildings may be erected there that would obstruct the window light of the court house, though there is no intention to build there at the present time Surveyors Made Mistake. Mr. Noyes said further, that in making the survey for the court nouse | the survevors made a mistake and, | a8 a result, the buiiding encroaches nine feet on Mr. Mercer's lar 1 yond the property line estal 1 condempation proceedings | which the county has no {it Mr. | Mercer does not propose to make any rouble over this mistake, but is will- ing to give clear title, if his proposi- sition is accepted Mr. Me r states | t if the county will © him title in the right of w 1 ill in turn give title to his property that is now ccvered by the court hot and will in addition give an iron-clad agree- | ment that no huilding will ed in thg rear of the court 3 height above the window ccurt house Mr. Noyes hoped he had situation plainly and that it ws the New 1 1 county membe the general assembly to take any tion they might seem expedien commissioner had nc to offer, but ment of a and report Gave Authority to County Commis- sioners. appointment nec \ recomme g the committee to iny nc matter be judgment | did not to uid he ith adjus - ed by mbers o general mbly from county the members are the dire < pows After remarks b Senators Miner AT resentatives Bu and Jbhnson the en the county and Messrs and Mercer, as outlined by Commis sioner Noyes. Commissioner Noyes then explained a proposition to enlarge the New Lon- don County home property He said there was opportunity to secure a piece of land that adjoined the pres- ent property, quite a large tract, and which contained a small and neat one- story house. He said the ceunty ought to have the land and the house could be utilized to advantage. It could be used as a sort of entering house to the home where children could be thoroughly examined in regard to con- tageous disease hefore being permitted to mingle with the other children of the home and could be utilized in an emergency in the event of appearance of contageous disease among the in- mates of the home. He believed the purchase would be a good investment thought it advisable to pay the price, before it was increased, or before the prorx changed from the present >wnership. The selling price had been reduced from $3500 to $2800. An Inspection Hospital. Commissioner Novyes continuing said, that were the property puchased he small house would become a con- necting part of the present county and that the little house could be used as a Sort of inspection hospital to the home. Though special care is used to safeguard the health of the children, there has been epidemic of measles and other diseases affecting hildren at the home. Commissioner Noyes said the commissioners consid- ered it their duty to bring this matter to the county meeting of the legisla- ture. The commissioners did not rec- | ommend the purchase but desired to lay the facts before the senators and ntatives of the repr county. ~ He suggested the appointment of a com- . who ws raduated 1 Free Academ; O'Sullivan is in the e which he will Of further lo hat after his gr: Miss Marguerite Hwn, recently acher of French at No scademy van’s strongest competiior zesiip Attorney W.
