LEGISLAT Thers was long discussion on the unfavorable report of the excise com- mittee on a proposed act which would limit liquor license to one for each one thousand of population, instead of flve hundred as now. The report of the committee was ac- cepteq and the bill rejected by a vote of 134 to 33. In the house Tuesday an act was adopted establishing a board of voi ing machine commissioners and defin- ing its duties. Two of the heaviest charges aimed in support of the bill to repeal the million dollars appropriation for steam- ship terminals at New London and which proved futile, were fired as blanks in the house Tuesday. In con- currence with the senate, the unfavor- able report on resolutions appropriat- ing $2,000,000 for Black Point harbor, Bridgeport, and $5,000,000 for New Haven harbor, were rejected. There was no appearance in committee in favor of the measures. After explanation by Mr. O'Keefe, of Orange, a member of the excise com- mittee, the act concerning closing of saloons on election day was adopted, which defines more clearly the mean- ing of election day. The text of the bill is as follows: Be it enacted by the Senate and House of Representatives in General As- sembly convened: Section 2699 of the general statutes as amended by chapter 230 of the pub- |lic acts of 1907, and by chapter 194 of the public acts of 1309 is hereby amended to read as_ foliows: Every person who by himself, his servant, or agent, between the hours of twetve o'clock of the night preceding Christ- mas day, or when Christmas day shall IVE LORE election, shall keep open any room, place, enclosure, structure or build- ing in which spirituous or intoxicating liquors are sold or offered and exposed for sale to be drunk on the premises, and every person who by himself, his | servant or agent, shall keep open any Toom, place, enclosure, structure, or huudln[ in which spirituous and intox- icating liquors are sold or offered for sale to be drunk on the premises dur- ing the hours in which any borough election {s held, shall be subject to the Penalties of section 2712, provided the provisions of this section shall not apply to an election in any city con- taining more than one ward, held and in which votes are cast in one ward only. The word “election” as used in this act shall be construed as mean- ing a selection by ballot of one or more persons to flll & public office or | effices under the authority of this state or under the authority of some polit- ical subdivision of this state, and shall not include primary elections nor elec- tors’ meetings at which no persons are elected by ballot to public office.
