Illustrated Explanation of How Norwich Postoffice Will Inaugurate New Service—How Area of Zones Af- fecis the Rates—Postmaster Caruthers Ready For the Beginning of the New Service. The new parcels post law which was enacted by congress in August last and which went intc operstion Wednesday morning, Jandary 1st, is attracting wide attention at the preseut time. The law will be gen- eral in its application, embracing the entire field covered by Uncle Sam'’s 60,000 postoffices and upwards of 1,000,000 miles o 1 routes. No private corporation could possibly be in a position to carry out a lransportation industry on eo magnificent a scale, hence the enterprise which the postoffice department is about to undertake at the direction of congress is practically unparalleled in the history of industrial undertakings. To add to the interest which the size and importance of the undertaking arouses there is the also unparalleled feature that the postoffice department is required by the law to prepare the-plans, furnish the equipment necessary, and put the whole into operation in every corner of the country within the short space of four months, If the department, and its army of employes who are already fully occu- Pled in the business of handling the ordinary mails, come anywhere near meeting the obligations thus imposed upon them, they have ac- complished a task that will merit the highest commendation. They will also have placed at the service of the public a medium for the interchange of commeditiss which has been found indispensable in other countries ana which will undoubtedly fill as important a place here. Because of. the desire of the people in general, including the con- sumer, as well as the producer and the middleman, to obtain definite information concerning the various features of the new law, The Bulle- tin produces herewith a map of the eastern section of the country which shows the scheme by which.the country is divided into units of area Wwhich form the basis for the eight zones which are to be used in de- termining the rats on any package for any distance, as follows: The law in full is The Eight Zones. “The first zone shall include all territory within such quadrangle, in comjunction with every contiguous quadrangle, representing an area having a mean radial distance of approximately fifty miles from the center of any given unit of area. “The second zone shall include all units of area outside the first zone lying in whole or in part within a radius of approximately 150 milgs from the center of a given unit of area. = “The third zone shall inelude all units of area outside the second zone lying in-whole or in part within a radius of approximatety 300 miles from the center of a given unit of area. i “The fourth zome shall include all units of area outside the third zome 1ying in whole or in part within a radius of approximately 600 mfles from the center of a given unit of area. “The fifth zome shall include all units of area outside tha fourth Zome 1ying in whole or {n part within a radius of approximately 1,000 mifles from the center of a given unit of area, “The sixth zone shall include all units of area outside the ffth zone lying In whole or in part within a radius of approximately 1,400 mailes from the center of a given unit of area, 5 “The saventh zone shall include all units of area outside the sixth zone lying in whols or in part within a radius of approximately 1,800 miles from the center of a given unit of area, “The eighth zone shall inciude all units of area outside the seventh zone.” The regulations provide that when the circle showing the zone boundary cuts any part of a unit of area, that whole unit is to be Tegarded as Iving within the zone. The first zone from Norwich is shown to include units 514, 515, 516, 564, 565, 566, 614, 615, and 616, thus including eastern and central Connecticut, with the cities of Hartford and New Haven, western Rhode Island and south-central Massachusetts. Packages may be sent from Norwich to any poimt within ‘this zone for 5 cents for the first pound and three cents for each additional pound. The second zone from Norwfeh will embrace the remainder of Connecticut, Massachu- setts and Rhode Island, part of Vermont, New Hampshire, New York, and New Jersey. The rate in the second zone will be 6 cents for the first pound and 4 cents for each additional pound. Of the big western cities, Chicago will be in the fifth zone from Norwich with a rate of 9 cents for the first pound, 7 cents for each additional pound; St. Louis in the fifth zone, Denver in the seventh zone, San Francisco in.the eighth zone. The eighth zone includes Jhe entire states of California, Oregon, Washington, Idaho, Nevada, Utah, Arizona, the western halves of Montana, Wyoming and Colorado, the larger part of New Merxico, and a small part of western Texas. The parcels may be registered for a fee of 10 cents, and they may be insured to the extent of $50 upon payment of a fee of ten cents. They may also be accorded special delivery upon payment of the usual fee of ten cents. The law provides also for a C. O'D. feature, but it is not known whether this provision will be made operative at once. Ordinary Postage of No Value. . A point to be borne carefully in mind is that ordinary postage stamps will be of no value if attached to packages, the distinctive parcels post stamp being required to secure the movement of the pack- a If ordinary postage stamps are used, the parcel will be treated as eld for postage” package. Amnother point of importance is that in rdance with the rules promuigated by the postmaster general for rrying the law into effect parcels will be unmailable unless they bear the return address of the sender. Articles now includeqd in the first, second and third classes of mail matter will not be accepted as parcels post, but all articles now mail- able as fourth-class matter, ich includes practically all kinds of merchandise, must bear the distinctive parcels post stamp. This rule apglies whether the package weighs one ounce or eleven pounds, Local Office Ready for Service. For the first fifteen days that the service is in operation, the post- masters are to keep careful records of all parcels post matter, and upon that basis the department expects to arrive at some estimate of what the service will require for an appropriation. Only $750,000 was appropriated for putting the law into operatfon, this amount being apportioned to the different postoffices. TUnder this arrangement, Post- master Willlam Caruthers has $200 for the service here. This can go into extra clerk hire or carrier hire or for teams and other details, but in one point it is recognized that the Morwich office has a big advan- tage over many others for the handling of the parcels post. This is in the nine rural free delivery routes which radiate from here, every rural free delivery carrier thus working into the service, Part of every rural free delivery carrier’s equipment will now include a parcels post map and guide and also a tape measure with which he can find out whether the parcel does not exceed the limit of size, which is 6 feet in combined length and girth. As to how much the parcels post wil be used, thé department officials are all on the shore of an uncharted sea, but they know they have no small matter on their hands and they will watch with the greatest interest how the people take hold of this latest development of the postal service in this country.
