Anti-Tuberculosis Committee Providence For Milk lnlpector———Whnt Such Office In- volves—Fire Bell Inadequate—Sudden Death of Life Sever Carnaghan’s Wife. At the first meeting of the new town counell all the offices within the gift of the council were filled except that of milk inspector. Health Officer Lewis Stanton bas been the nominel milk in= spector for the past two years, but since, at the solicitation of the lofal committee of the State Anti-Tubercu- loeis society, the council has decided to enforce the law in all its details, he declined to be a candidate for re- M-, Stanton, realizing the exacting (duties, was convinced thet he could not devote the required time to the duties. Though Council- man ¥iynn suggested Dr. Thomas K. Robinson for the office, it was decided to defer the appointment. President (arke suggested that the anti-tuber- culosis committee was to meet laler and probably would recommend a can- didate for tho position, and the coun- cllmen acquiesced. At a meeting of the committee it | was decided t orecommend Miss Bar- clay of Providence for milk inspector. She is now connected with the State Anti-Tuberculosis society with office in Providence. Tor the past 1wo months she has been inspecting the gdairy farms in Westerly and vicinity and, with the assistance of Special ‘Officer Donald Ferguson, has collected samples of milk in the early morning from dealers en route to customers to deliver the milk. The samples were collected for analysis, and returns show thar some samples are below the legal standard. Whether the town council will aot favorably upon the Pecommendation of the anti-tubercu- sis committee and give to Westerly e female milk inspector, has not reached a point of definiteness, The town councll of Westerly having voted to enforce the laws reiating to ‘milk, it will be the duty of the milk ingpector to see to it that all milk, cream and skimmed milk shall be sold by standard size measures and in re- ceptacies previously sealed by the ,healer of weights and measures of the town where the dealer sesides or where the milk s sold. The penalty to offenders is not less than $50 or more than $100 for firat offense, and for any subsequent offense not less than 3$100, or imprisonment not less than 90 days, or both. No one is permitted to have milk for sale without having license from the town council, which are granted upon recommendation of the milk inspector. All licenses expire on the first Monday of February next following the date ,of license. The inspector milk is required to keep a record censes fssued and the date of each in- dividual case. The town council has the power to revoke or suspend li- censes at any | in their discretion, upon the complaint of the milk in- spector. Thers a severe penalty at- tached o the offense of selling milk without license The law gives the town council full power to annually elect one or more milk inspectors, and upon appoint- ment the inspectors must publish the fact for two weeks in a newspaper published in the town. The milk inspector may appoint col- lectors, subject to the approval of the town councfl, to gather in samples of miTk. The in- spector shall receive such compensa- tion as the town council may deter- mine. Dealers are required to have their names conspicuously on all carriages used in the busin or pay severe penalty. Parties offering for sale miik produced from: cows fed wupon the refuse of distilleries or any substance deleterious to the quality of milk, or milk produced from sick or diseased cows will be prosecuted, as will also those who offer for sale adulterated milk or milk to which water or any foreign substance has been added. Packages containing skimmed milk must be so marked. The law provides for the cleanliness of cans and bottles or other milk receptacies, The milk inspector is required to institute complaints when satisfactory evidence is presented by any person. The inspector must cause the publi- cadion of the milk laws in a newspaper published in the town, and also the names of parties who are arrested for violating the laws ralating .to milk. It will be noted that it will be necessary for the milk inspector to reside in Westerly and maintain an office hers and that considerable of the inspactor’s time must be devoted to the duties of office. It is quite probable that a milk inspector will be appoint- ed at the next meeting of the Westerly town council.
