PROTECT MERCHANTS. New York Fire Sales and Bankrupt Stocks Hurt Lecal Business. A good deal of comment is being indulged in at this time regarding the looseness of the statute which allows people to come into town and engage in busipess for a season and leave without remaining long enough to pay anything in the form of taxes to the municipality. = A man rents a_store after March ] and competes with res- ident merchants for the spring and fall trade and so long as he gets out be-y fore the last day of Avoril he escapes paving taxes on his stock. This is mapifestly unfair to everybody, but it Appears that there is no law against it %o long as the person doing busi- ness cannot be classed as an itinerant vender. The opinion appears te be general in Waterbury that everybody who engages in business in the com- munity should be obliged to call upon the assessors and list his stock and put up a bond for the payment of his taxes before he opens -his door for business. Tt is surprising hew many come ard go between the months of March and April and leave after reap- ing a rich harvest without paying any- thing except the rent of their store. This puts the permanent dealer at a great disadvantage and certainly does an injusiice to the average rate pay- e onsiderable safeguards sre thrown wround labor in this respect, the city officials whenever such a thing is pos- e making it a point to keep’ out unfair competition, but the merchants and the city government itself ap- pears to have no protection in this line.
