The government of cities by com- misston, after the plans of Galveston, Texas; Des Moines, Iowa, and Los Angeles, California, is meeting popu- lar approval, and is taking root here in New England, Boston and Taunton being the last cities here to adopt the mew plan under new charters. At the November elections, six Am- erican citles entered upon this new form of government: Boston and ‘Taunton, Mass.; Buffalo and Mt. Ver- mon, New York, and Topeka and Par- sons, Kansas, with charters varying according to the population of the cit- fes and thelr different necessities. The Boston plan, as well as the Taunton, calls for nine aldermen-at- Jarge to constitute the governing ‘bogrd; Buffalo asks for the Des Moines plan, which includes the refer- people is likely to result in the downfall of the republic. He Is reported as hav- ing sald on Tuesday: - “History shows that the high price of living is the beginning of every na- tional decline. Mr. Hill thought a word of caution thrown out at this time would not be misunderstood or fail of appreciation. He said that the brains of the nation should be turned to the correction of the habit of ex- travagance, rather ‘than to legis'ation of various sorts. He declarcd that what was needed was a “conservation of business” “We need to quiet down,” Mr. Hill sald, “and let things go smoothly for & while, I belleve in the conservation of our natural re- sources, too, but 8o far as any water power trust is concerned I don’t know of any.” He thought the example of retrench- ment should be: set for the people by the action of the government aud tint it should be followed by the whole people. The extravagance which 1s doing the nation is the extravagauce ot greed which is manifested in every avenue of trade and commeres. Mr. Hill might make his words practical with good results. IMPROVEMENT OF FOREIGN TRADE. The report for October of the bu- reau of commerce and labor at Wash- ington shows a great improvement a our foreign trade, the imports exceed- ing those of October, 1908, by $24.908, \Paris Tranefer Pattern No. 8088. They dpn’t seem to be:very brilliant; and burning electric lights in my home, paying 10 cents a K. W. hour for electricity that costs the city 11-2 cents, 1 understand, it seems to me that at that margin of profit, with a $2,600 a year superintendent, and the help he has on the job, we should have light enough so we can see our way after dark, whether we are on the street or in our homes. My bills for electric lights appear to be the same whether the lights are bright or mot. What I should like ‘to knew is this Is the margin of profit to the city greater when the light is below stan- dard? If it is, then I can stand for it, as I am a taxpayer, hence a stock- holder in the municipal gas and elec- tric plant, I would also suggest that a light be put en the corner of the fence at the end of the new sidewalk on West Main street, 50 people who have to go home in the dark will not fall over it. If the street department cannot /finish the job, let the gas department make it light. It seems so funny. that so much public money could- be spent between North High street and the fire station without an appropriation, or having any questions asked; and now with an appropriation of $2,000 the city au- thorities cannot get any further than the fence in front of the O'Neil prop- erty. If the public works committee are not able to figure it out, what is the matter with calling in our latest conyert 8 the republican party, with his experience in sueh .matters?
