The Bulletin has the largest cir- culation of any paper in Fasters £ wich, and read b ninety-three per 3 Counecticut, and from three to four tmes larger than that of any in Norwich. It is delivered to owt 3,000 of the 4,053 houses in Mbi thr - d out by m‘rqsh of Cleve- | land by 4,000 majority. The cheap service was' the most unsatisfactory ver had in the city. This defeat of the Schmidt plan at a referendum election is interpreted as a preference for what is called the Tavlor plan, devised by Federal Judge Taylor, which provides that new grants shall be made to the Cleye- land railway company on the basis of § per cent. to the stockholders at a fair valuation, the fare to be as low as the income will allow with good service on all lines.
