Hartford, July 9.—It begins to look as if there would be no public utilities on authorized this _session. The special committee which has been to draft a bill is divided over the question of giving a commission over rates and it is doubtful if he house will pass such a Dill if it is reported. On the other hand, the more radieal members of the house will hardly. vote for any bill which doesn't have this fn it and many of them hax ided that they will not vote for aiything if they canaat get what wan ¢ present rallroad commission is to be ocomtinued, in any case, with enlar, powers, ‘and a new <ol would have charge at.,im other public utilities. ANNUAL RACES OF THE CANADIAN AUTOMOBILE CLUB Driver and Mechanic of 60-Horsepow- er Stearns Car Killed. Montreal, July 9.—C. K. Batchelder of Newport, Vi, and J. Twohey of Montreal were killed at the second an- nual races of the Canadian Automo- bile club at the Blue Bonnet's track today. Batchelder was driving a 60- horsepower Stearns car in the ten- mile open for stock touring cars, and Twohey was acting as mechanic. At the eighth mile rounding into the back streteh Batchelder pulled out to pass Burman. What then happened no- body knows. The Stearns was seen to dash into the fence, fly over the em- bankment and come to a stop. forty yards beyond. The two occupants Wwere thrown into the air. When as- sistance arrived Twohey was found dead with his neck broken. Batchel- der was still breathing, but was horri- bly mutilated, one stake having rip- ped open his abdomen and . amother baving knocked a great gash in his chest. He was rushed to the Royal Victoria hospital, but died just after state of his health. A quorum is eigh- teen; with eight of the thirty-five gona there is little leeway. Both Houses Trying to Sprint. Meantime, however, hoth houses are trying to get along a. little faster, as the willingness of the senate to sit' to- day, after having no session Tuesday because of ‘the Norwich celebration, and the energy which the house is put- ting into afternoon sessions testifies to. Most of the best judges are setting final adjournment about ‘August 15 now, and it will hardly be before that, but ‘ought to come by then if matters go along well. The praise that Chand- ler of Rocky Hill accorded the legisla- ture because of its unorzanized condi- tion in his Fourth of July speech had really little point. With an organized house, such as usually exists at_this stage of the session, all of the business Which has bemn - dops’ fane far ends which amounts to anything, could hive been done over two ago, and much more added to it, so that moth- ing but the public _utilities matter would now delay final adjournment, Speaking generally, that of course there would be other -matters which wouldn't bet settled until just before the proroguing came. Chandler, who is a newcomer and knows little of Connecticut legislative practice and nathing of that precedent and tradition so dear to the heart of this steady going commonwealth, tries to show that great things have been done by this lagislature alreéady, but his list isn't very convincing. Early related a humorous incident at the expense of the Washington au- thorities. “What did you do when they had you shut up?” he was asked “I raised chickens,” he said, “and both the chickens and their eggs were sent into Washington and sold in the open market.
