This corporation is going to buy and pay for the flour, meat, milk, potatoes and other food in the United States, and sell it in these starvation centers. But it proposes to sell to Americans, located in America, who will give the food to the starving peo- ple in Europe. In other words, instead of getting people here to donate money to the sufferers in Vienna or Warsaw or Belgrade, Hoover is to get them to give barrels of flour, tins of meat, or bags of beans or potatoes. Instead of buying drafts for marks or crowns or lire or piastres, they will buy drafts for so much food, deliverable in the place where they want to help relieve hunger. Every bank in the country, Hoover andl i believes, will be willing to handle these | AL food drafts. The banker in a North ¢ Dakota town will be able to-tell a pur- chaser just what a draft for a barrel of flour in Vienna will cost. The cor- poration will handle the supplies by shiploads, and will have a low-cost distribution system in the stricken cities, working under the direction of the American and allied relief com- missions that are trying to save the little children who have been underfed and have become ritkety and stunted during the past five years. Vienna’s condition is reported here to be the worst in Europe. The former capital of an empire of 65,000,000 peo- |- ple, with perhaps 100,000 families de- pendent wholly upon their service as clerks in the various imperial govern- ment offices, suddenly finds itself the capital of a peverty-stricken country of only 7,000,000 people, with no in- dustries and no resources., In Vienna today there is nothing but despair and degradation for the bulk of the fami- |- lies; a well-nourished child is a rarity, and most of the children can not live to become normal persons so ghastly have been the inroads of starvation- upon their strength.
