It is pointed out that the state is re- sponsible for these loans anyway, and if the collective liability of all persons benefiting by the act can be increased to some degree, the state could lend 80 per cent of the value of a home, instead of lending only 50 per cent as at present, and being responsible for another 30 per cent of the money ad- vanced out of the co-operative savings funds.
