ica, in congress assembled, that a board is hereby created and established, to be known as the United States board of trade (hereinafter referred to as “the board”), which shall be composed of nine members, who shall be appointed by the president ~by and with the consent of the senate, and shall hold their offices during good behavior or until re- moved by the president as provided herein. The president shall designate one of the mem- bers of the board to act as its chairman and such designation shall continue in force at the pleasure of the president. Any member of the board may be removed by the president for inefficiency, neglect of duty, malfeasance in office, or inability to perform the duties of his office. Sec: 2. The board shall have an official seal, which shall be judicially noticed. Each member of the board shall receive the same " salary as a justice of the supreme court of the United States, and payable in the same manner, ‘and the chairman of .the board shall receive the same salary as the chief justice of the supreme court of the United States, and payable in the same manner. g The board shall have authority to employ and fix the compensation of such employes as it may from time to time find necessary for the proper perform- . ance of its duties, and as may be from time to time appropriated for by congress. All employes of the hoard receiving a salary of not exceeding $1,500 per annum, shall be a part of the classified civil service, and shall enter the service under such rules and regulations as may be prescribed.
