And with one or two exceptions, no Montana politician sees anything out of the way about it. 3 I have mentioned the Silver Bow election frauds and the Day appoint- ment just to show the kind of polit- ical conscience that the little dele- gation of League members has to buck up against in Montana. But they are bucking up against it. They are putting up a quiet but effective fight for clean politics and honest legislation and they are holding true to the League program for Montana —the platform on which they were elected. . The Montana League program de- clared for these things: Exemption of farm improvements from taxation. Rural credit banks operated at cost. State terminal elevators, - ware- houses, flour mills, ete. State hail insurance. State inspection of dockage and grading of grain. Torrens land title system. . Equal taxation of railroads, mines and other public utilities. “JUST AS GOOD” LEGISLATION At the last legislature, in an at- tempt to steal part of the League program, the legislature submitted a constitutional amendment appropriat- ing $250,000 for a terminal elevator at Great Falls. They thought that by naming Great Falls as its location they could turn the rest of the state down, defeat the bill, and thus “prove” that the state was against a terminal elevator. To their 'surprise the amendment, carried, receiving ' a ma- jority in every county in the state ‘but one. There is now a sharp fight over this measure. The League men and a number of other farmers who are co- operating with them, are trying to get a real ‘“terminal” elevator. They are -pointing out that a state-owned ele- vator will not be a success without a state-owned flour mill in connection with it; that it will 'not really be a “terminal” elevator at all, if the wheat has to be shipped another 1,000 miles to Minneapolis to be milled. And the enemies of the farmers are trying to get a bill out in such shape that a $250,000 elevator will be established that is bound to be a failure, so they can point to it and say: . “That proves that public ownership is a failure.” 4 League legislators have bills pre- pared and introduced covering every plank of their program. -In some cases ‘constitutional amendments are necessary and must be taken before the people at the next election. One bill that the League and other farmers are almost sure to force over is a fair “herd law.” At the last ses- sion of the legislature a herd law was passed with a_joker which allow- ‘ed a farmer to recover for damages from cattle only if his land were le- gally fenced. This is going to be fixed this time. Other bills likely to be put through are the Torrens land title bill and a ‘workmen’s compensation act. At the last legislature, when the League had no members, the farmers in the legislature were tricked into a posi- tion of opposition to the city workers, and with the assistance and advice of copper company lawyers and mem- bers killed the compensation bill. This year it is coming up for probable en- . actment into law, and the farmers’ votes will be cast for it as strongly as labor's.. - S But Montana Leaguers may as well make up their minds to it: now that some - of .their. most impertant bills are: going to be killed outright, while - others will come tlu_'ongh‘ the leg:isla-7 .
