- feeling and they told Bolley about the deception that had been practiced upon them. PURE SEED MEASURE GETS HIS ATTENTION Bolley urged in 1906 a pure seed law and worked on its preparation. It was sent to Bismarck in 1907 to be intro- duced as a legislative measure. It was intended to prevent the purchasers of seed from being victimized and to pre- vent the seed dealer from making false statements. Before the bill could be introduced and printed, even, Bolley got hold of a printed copy one day. It had been put out by an eastern seed firm. Besides giving excerpts from the bill, the eastern seed men had printed an attack upon it. They were circulating this in the state by the thousands, trying to influence the farmers against the measure. Their tactics were the same as those of the enemies of House Bill 44, who circulated the bill through- out the state with a misleading attack, branding it as “A Socialist Constitu- tion.” A Bolley saw he was up against a hard fightt He went down to Bismarck himself. He found severe opposition. The seed men were well organized and had plenty of friends in the legislature. Finally even President Worst of the college, who was fighting with Bolley, advised that a compromise be effected. So final agreement was reached in the committee, by which amendments were to be made to the bill which would satisfy the seed dealers. Everybody seemed to be satisfied, and while Bolley wasn’t promised all he had hoped to get, he accepted it and left Bismarck. KNOCK OUT DROPS GIVEN IN COMMITTEE The next thing Bolley heard was that his bill had been killed. Taking ad- vantage of his absence, after agree- ments had been reached, the seed men had given the bill knock out drops in the committee. But this ‘wasn’t the end of it for Bolley. Probably he remembered his old football days. Anyhow, he held by the principle of “hitting the line hard.” The people of North Dakota had plenty of opportunity during the next two years to learn what the legislature had done with the pure seed law in 1907. And in 1909 Bolley was back at Bis- " marck with his pure seed law again. He didn't accept any ‘“gentlemen’s agreement” or compromise this time; be stayed right on the job until the bill was passed. It is law today, and a good law, giving the North Dakota farmer some opportunity to know what ke is getting in the way of seed. A lot more might be written about Bolley the scientist and Bolley the man, about the 15,000 seed tests that are made annually for farmers by his department, about the system of field seed inspection that has been built up in North Dakota, about how, after the formaldehyde treatment for seed was devised, country stores started selling. every mixture they could get hold of for formaldehyde and how Bolley and Dr. E. F. Ladd, now president of the college, got after them and made them sell the genuine article or nothing at all. - A lot might be written about Bolley’s trips among the farmers, with his demonstration trains and_lectures, but enough has been told to give an idea of the work that can be done by & man who is not afraid to “hit the line hard,” by a man who is ready and willing to “carry the truth to the people.” Give the League Credit The Nonpartisan League has given North Dakota more desirable adver- tising throughout 'the United States during the pas{ two years than the state has been able to. secure since statehood.
