ISMARCK; Sept. 2—The farm- ‘ers’ legislature, which nobody ). now doubts will be elected this fall, will have plenty of oppor- tunity to trim state expenses, besides carrying ‘out the farmers’ legislative pro- gram-and perhaps reforming tax laws. An instance has been discussed lately at_ the capitpl. In 1913 Insurance Com- missioner Taylor recommended to ‘the legislature the establishment of -a fire marshal’s department in his office, -to handle the work ‘ of investigating and -reporting fires, seeing that the fire pro- tection “laws are enforced, condemning and ordering removed fire traps and old, useless buildings that are a fire menatce, tracing down “fire bugs” and generally performing a useful and needed function of government in commection with the fire and insurance laws. Mr. Taylor recommended that he be made fire marshal as well as insurance commissioner, with no extra salary, and be allowed one extra deputy, who would be made assistant marshal. Here was a chance to create some per- fectly good jobs and add them to the governor’s’ patronage. Why let the insurance commissioner have the appoint- ment of a couple of extra employes? He was not considered an administra- tion henchman. What if it WAS logical to have the fire marshal’s depart- ment connected with the insurance department? The governor should be given the appointing power. It meant jobs for friends. This was good reason- ing for the politicians, and of course the legislature was subservient. So a fire marshal’s department was created, but it was not created as-recom- mended by Mr. Taylor.. While the act nominally placed the new department under the insurance commissioner, the details for its organization made it virtually a separate department. The governor was given power to appoint @ fire marshal and a first assistant mar- shal and the insurance commissioner ~ was given authority to appoint a clerk - for the department. Thus the governor was given two more fat jobs to fill. The " insurance commissioner could fill the $600 a year clerkship, because that was too small a job for the politicians to care about. This arrangement, of course, made an extra employe over and above the plan proposed by the insurance commissioner. The commissioner was not made fire marshal, but a'new. job was created. 8 The fire marshal’s department had an appropriation by the last legislature for the biennium -of $16,435, including salary - of the marshal (appointed by the gov- salary of the chief assistant marshal (appointed by the governor) of $3600; salary of the clerk (appointed by the insurance commis- sioner) of $1200; postage, $400; office ;supplies; . $100; . furniture and fixtures, _$100; traveling-expenses, $3600; print- ing, $200; miscellaneous, $235; fees to fire chiefs making reports of fires, $800. . A LITTLE MATTER OF . SIX THOUSAND A YEAR The insurance commissioner’s plan for a fire marshal’s department on just as efficient a plan, but without any political “pie” in it, would have cost only $10,000 for the biennium, which would have been " a saving of over $6000. Of courseé it is still possible to reorgan- * ize the fire.marshal’s department on the plan -originally. proposed before the poli- ticians saw' chances for. “pie” in it.
