G.League” (Continued from page 7) “That would be class legislation and discrimination,” said *Mr. Page. “It wouldn’t be fair to tax city people to pay hail losses in the couniry.” “That isn’t the proposition,” said the Leader man. “Are you familiar with *the eonstitutional amendment before the last legislature and which will eventu- ally go to a vote of the pcople”? “No,” said Mr. Page. “Well,” said the Leader mean, willing to inform the head of the Good Govern- ment league on an important matter of good government, “the amendment before the legislature provides for a tax only on farm. land to pay losses from hail, and that wouldn’t affect the city man.” ~ “But that would be discrimination,” said Mr. Page. “The hail loss is less in the eastern part of the state than in the western. The present rate in the eastern part of the state is 6 per cent and as high as 9 per cent in the western. It would be discrimination to tax all the farm land in the state the same when the loss ratio from hail 48 different in different places in the te.” “But if you had read that proposed amendment you would know,” said the Leader man, “that it is proposed to tax different parts of the state differently, according to the relative hail loss in various parts of the state, just like the private hail companies adjust their rates.” : n “Well, we are against state owner- ship,” said Mr. Page. It was nearing the time when Mr. Page was to start for the lakes and he . pressed a button, supposedly for his chauffeur, and the Leader inan rose to go. Mr. Page expressed a wish that he would call again and declared he was always ready to talk about his league and give any. information on that sub- Ject”the Leader man might want.
