The new personal property schedule which places a great added burden on farmers and city householders and is not likely to materially increase taxes of anybody else, was devised by State Auditor Carl O. Jorgenson, can- didate for reelection to that office, and was approved by the state board of equalization. This board consists of Governor Hanna, the state auditor, State Treasurer John Steen, Attorney General Linde and Robert Flint, com- missioner of agriculture and labor. UHLHORN. The members in the house from this district, comprising Ransom county, were Daniel Torfin of Sheldon and J, S. Bixby of Lisbon. In the senate the ‘district was represented by Charles O. Heckle of Lisbon. Mr. Torfin voted for indefinite postpone- ment of the terminal elevator bill but Mr. Bixby voted against this in- definite postponement. Both voted for the constitutional amendment em- powering the legislature to pass laws for compulsory state hail insurance. In the senate Mr. Heckle also voted for compulsory hail insurance, but he did not vote on the bill to regulate insurance companies, thus aiding those opposed to the bill, who finally killed it. ABOUT TAX COMMISSION We have had some discussion in our neighborhood as to the functions of the state tax commission 'and the state board of equalization.. Will you explain what these bodies do?—A- READER. The state board of equalization, consisting of the governor, attorney general, commissioner of agricul- ture, state treasurer and state auditor, is supposed to equalize taxes between the counties, to assess railroads and draw up the personal and real prop- erty tax schedule. = After taxes have been equalized in the counties by the county equalization boards they are sent to the state board, which goes over them and fixes the state tax levy. The tax commission, unlike "the situation in almost all states, has no voice on the equalization board and can only recommend. The state tax commission has wide ° advisory and supervisory authority over assessors, county auditors, etc., _ but little real authority to carry out its recommendations. It administers the inheritance tax law. and other minor tax laws, but its chief function is to -investigate and report abuses in taxation and recommend new laws and instruct other officials in the en- forcement of present laws. It is com- posed of three men appointed by the governor and since its existence has . accomplished much good work for the state. While the state board of equaliza- tion, which has most of the real power in taxation matters, is com- posed of office holders with little or d no experience in tax matters, who sit on the equalization board as an inci- dental duty, the tax commission is composed of tax experts whose busi- ness is taxation solely.
