‘WASHINGTON. —— JONGRESS SUMMARY —JOINT SESSION OF THE RRCON- STRUCTION COMMITTEE NEW-YORK NAVAL OFFICE~ COMPOUNDIN THE WHISKY PAX—THE REPOKT OF THE NEW-ORLEANS COMMII TEE—FUNERAL OF THE MON. PHILIP JOHNSON -~ PERSONAL. B FRLEGHAFH TO THE THIBUNK. WAsHINGTON, Feb. 3, 1567 #In the Benate yesterday nothing of inter t oc- purred. The Baukrupt bill went over until Monday, pter @ lawyers talk of a couplo of hours on the auso exempting from sale under the Jaw £0 nuch of property of the bankrupt asis exempted under te exemption laws, The clauso was retained, and ‘secures the passage of the bill. The Senate bill to Pogulate the tenure of office came up ou the guestion ¢ concurring in the amendment of the House, the sffect of which is to prevent the removal of Cabinet pfficers without the consent of the Senate. Tho Benate refused to postpone farther conside m of he bill by a vote of 9 to 25, which is a very fair indi- eation that the House amendment will be concurred At 8:30 the Senate suspended husiness to listen an address from Mr. Backalew on the death of the Jato Philip Johuson of Peunsylvania, and adjourned wtép om. The Honee was in session for only three hours on Paturday. The Senate bill regulating the tenure of ®ertaln civil offices, with Williams’s amewdment, in- #luding Cabinet offices, was passed without debate. Wn hour and a half was spent in disposing of bills of ® private character. The death of Philip Johnson wras announced, and bricf eulogies on his life and sharacter made by Messre. Ancona, Boyer, Strouse, and Morehead, when the House adjourned. Both Houses will begin holding night sessions $his week, and continue them until the end of the peesion. ‘This is rendered necessary on account of ghe immense amount of business on hand waiting to Be disposed of. “The Joint Committee on Reconstruction had a pro- tracted session on Raturday, for the purpose of taking sction on the various schemes which have been re- fesred to them. Each plan was debated thoroughly, he discussion is understood te have taken a very wide range, each member participating generally in . Mr. Stevens advocated his plan, but, it is said, dlid uot receive much encouragement. Wikhout com- Ing to any conclusion, they adjonrned to meet on Fuesday next, when they will resume the diseussion, with a view of arriving at sowe definite plan of ae- tlon. It is extremely doubtful, however, whether a majority of the Committee will be able to agree npon any of the plans before them. The Committee on the New-Orleans Riots, in ac- eordance with their instrueti report 4 gen- eeal bill for provisio governing Louisiana nntil #t is admitted to representation in Congress, and also a0 enabling act. No bill Las yet been prepared by the Committee, but it is understood, from free con- wersations lately had with the members of the €' mittee, that the following will embrace its leading SLeaturocs: sl: A Provisional Governor and I. a- five Counsel, both to be appointed by the President and confirmed by the Senate, and of unequivocally Yoyal antecedents, the Governor aud Council not to gemain over one year In office. Sccond: This appointed Govéinigent te he superseded By a Provisional Government, elected by sl loyal citizens, without distinction of ace, end the lenders of the Rebellion to e excluded from office and the elective franchise. Lhird : The Provisional State Government to be en- Atled to a delegate in the House of Representatives. Fourth : No Yaw of the Provisional Legislature to be walid unless approved by Congress. Fifth: No dis- tinctions in civil or political rights to be enforced in such Provisioual Government. The Com- mittee only know that Secretary MeCnlloch favors such a proposition, and that he intends to send it to them, asking their favorable consideration. The Committee have not expressed any opinion in regard soit. The House Commiltee of Ways and Means ve had a similar proposition hefore them for several weeks, and in every case bave voted it down. The monthly statement of the public debt will be ready to-morrow. It will not make as favorable an exhibit as those which have preceded it in regard to sentraction of the,Four Millions. The Secretary has seen compelled to abandon it for this mouth, owing %0 the hieavy demands upon the Treasury. ‘The sub-Committee of Ways aud Means, who have sharge of the Whisky tax, will probably make their weport to the Committee to-morrow. They have en- Sered very elaborately into the whole question, and It is said they have come to the conclusion that it is wseless to make any reduction of the tax. They will propose such legislation as will partially prevent the perpetration of frauds in future. They find it diffi- wult to adopt any legislation that will make people honest. A vast number of plans have been suggested by collectors and others, but they are all defectiv + The Judiciary Committee of the House has so much business before it that its chairman, Mr. Wilson, Las eobtained leave for the Committee to sit during the sessions of the House for the remainder of the ses- sion. The impeachment of President Johnson and the alleged implication of Jeff. Davis and John Sur- putt in the assassination of President Lincoln, form the principal business before the Committee. Gen. Darling is again in New-York, procuring additional testimony relative to the recent investigation made by the committee into the whisky frauds in that city. It is expected that he will re- turn to-morrow evening. The committee have been working constantly since their return upon the mat- ter accumulated in their examination, which is very voluminous, and are making ev effort to get their official report ready for presentation in the course of a few da There is no doubt that the revelations contained in it will prove astounding, and show one of the reasons at least for the depletion of the reve- nue. Professor and Mrs, Agassiz are recciving con- siderable attention here. Prof. Henry gave a svired in their honor at the Smithsonian last Friday ing.
