One of them prohibits the trans- fer of the franking privilege to” clerks or pthers than the persous entitled to use it, and vestricts it to anto- groph, thus putting an end o the system of miachine fravking under which msg letters and ne atl publie docnments are now sent forward from here. "The other bill modifies the ¢ wmoney ordexs. The Tariff bill came up at 1 o'cloek, and wes debated until five, with no result but to vote down all the amendments offered. Mr. Sherman made o statistical and comprehensive speech on the genaral subiect of tariff and revenne, showing that the obligations of the Government were such that it smust raise $140,000,000 per annum in gold, which eould not be done under the existing tariff. The pending bill, he said, incx ed duties about ten per eont. M. Fessenden made a short speech, in which he said experience had shown that it would not do to Jot the mumifacturers make the tariff, as they would d estroy the commercial inferest of the country inan attempt to build np its wmanufac turing interests. Half an hour was spent in discussing a motion of Mr. Foster to reduce the duty on salt, but the Senate adhered to the Finance Committec *s proposition. The progress made to-day was inconsiderable, and the ohances seem now to be ;uk--r againgt the passagoe of the bill in the Senate this week. The House remained in ses Jast night, taking a recess at 8 ihis morning, and wocting again at 11 Finck, Rogers, Niblack, and Boyer, all Democrats, made brief speeches against ‘Boutwell's hill, and, in accordance with the com- promise made hefore recess, the House adjonrned at 21:58, and conmmenced t ay’s session at 12, when Mr. Boutwell immediately demanded the previous ques- tion, and his bill was adopted by a vote of 109 Yeas to «2Nays. The only Republicans voting in the nega- tive being Iale of New-York, Stillwell of Indiang and MeRuer of California. Seme two hours were then consumed in disposing of 2 number of members, relati _about forty, who had abscuied themselves from the session last night, and who had been brought to the | bar of the House, under arrest, by the Sergeant-at- Arms. These delinquent members were all made to stand in a line in frout of the Speaker's desk, dike a parcel of school-boys, while a tiresome debato wus indulged in, as fo the punishment they should reccive. A number of members t taking any action sted on the rules and dignity of the Hounse being maintained. Accord- tngly they were discharged on paying the usual fines and expenses of their arrest. To-m¢ act will again come up for discussion, The Senate Judicis Benator Trumbull to report back the amendment to the Constitution introduced by Senator Wade, pro- widing that the President of the United States shall mot be eligible for a second term. It is changed some- what from the original, and is in effect as follows: No person who, by virtne of election to the of of President or Vice-President, has held the office of President, shall be eligible to either of such offices. It will be reported to-moirow, and taken up ot an early day and passed. Gen. Ashley, who offered the impeachment resolu- tlon preferring charges against the President of Ligh erimes and misdemeanors, is busily engaged in acea- wmulating and arranging the evidence, with & view of substantiatin, the charges. The Committee will wmot, thercfore, begin & consideration of the matter until it 15 brought before them in due form. The Gold bill which passed the House was before the Senate Finance Committee to-day, but was not definitely acted on. It will probably be disposed of | ot their meeting to-worrow. Becretary MeCulloch is said to have raised objec tions to the Randall bill, providing for the payment of the doubt in 36 years, and it is probable he will use Rds influence to defeat it. That the Banking and Currency Committeo and Mr. McCulloch are at wariance npon the method of paying off the debtand yeturning to specie payments is well known, the Qommittee claiming that they desire to procecd in a more practical way than the suggestions of the Sec- petary would scen fo imply. There have been rumors afloat that Mr. McCulloch would resign in the event of Randall's bill becoming a Jaw, but this iz un- likely.
